Original Construction Ministry Notice on Printing and Issuing the "Management Measures for Safety Maintenance of Existing Building Facades"2006【291Section 15 stipulates: "When a building facade exhibits any of the following conditions, the person responsible for safety maintenance shall proactively commission a safety assessment: (1) abnormal deformation, detachment, or explosion of panels, connecting components, or local walls; (2) damage caused by natural disasters or sudden accidents such as typhoons, earthquakes, lightning strikes, fires, or explosions; (3) potential safety hazards detected in the main structure of the related building. It is原则上recommended to conduct a safety assessment every ten years after the facade project is handed over for use following the completion and acceptance inspection."
2015The Ministry of Housing and Urban-Rural Development and the General Administration of Safety Supervision have issued the "Notice on Further Strengthening the Safety Protection of Glass curtain walls" (Building Standard [2015】38Section 3, Article (III) stipulates: "Strengthen the maintenance and inspection of glass curtain walls. Conduct final acceptance inspection of glass curtain walls."1After the New Year, construction units should inspect the safety of curtain walls. The person responsible for safety maintenance shall conduct special inspections of existing glass curtain walls as required by regulations. After natural disasters such as hail, typhoons, lightning strikes, earthquakes, or in the event of emergencies like fires or explosions, the person responsible for safety maintenance or a technically qualified unit they委托 shall promptly inspect glass curtain walls on buildings that may have been damaged, and carry out timely repairs for any potential safety hazards. (3) Timely assessment of the safety performance of glass curtain walls. When glass curtain walls reach their designed service life, the person responsible for safety maintenance shall entrust a technically qualified unit to assess the safety performance of the glass curtain walls. If renovations, reinforcement, or dismantling are required, a technically qualified unit shall be entrusted to implement these measures. (4) Strictly regulate maintenance and reinforcement activities of glass curtain walls. Structural repairs and reinforcement of glass curtain walls must not alter the structural components arbitrarily. Structural calculations and reinforcement plans must comply with national standards and specifications; for those exceeding technical standards, safety technical arguments should be conducted. Upon completion of structural repair and reinforcement projects for glass curtain walls, the owner, the safety maintenance responsible unit, or the unit responsible for daily maintenance management shall organize an acceptance inspection.
Pursuant to the aforementioned regulations, the construction curtain wall project shall be delivered for use after the completion and acceptance inspection., Buildings with any of the following conditions should undergo safety performance testing and assessment:
1Lacking corresponding curtain wall specifications or standards during design and construction.
2Not designed, constructed, or inspected in accordance with the regulations and standards of the same period.
3．Customers with doubts about the safety of curtain wall due to incomplete technical documents and warranty materials.
4．Abnormal deformation, displacement, detachment, or cracking of panel, support structure, connecting parts, or local wall panels; or safety accidents have occurred.
5.Damaged due to natural disasters such as typhoons, earthquakes, lightning, fires, explosions, or other unforeseen accidents exceeding the design load capacity.
6．Continued use beyond the designed service life or neglect of regular maintenance;
7Structures with major building components that have been inspected and found to have safety hazards.
8Facades requiring major repairs or renovation.
9. Upon completion and handover for use, safety inspections and appraisals are to be conducted on a principle basis every ten years.
