Huaxin High Altitude boasts a "solid" and reliable cleaning team. After a certain period of use, raw material and cement silos in cement production enterprises may develop caking due to compacted stored materials, leading to inefficient discharge from the discharge ports. In severe cases, blockages can occur, affecting normal production and directly impacting the company's economic benefits.
Safety Technical Measures:
1. The main shaft transportation team organizes the coal cleaning workers and专职blasting workers in advance. Prior to each blast, the company's dispatching command center coordinates the work.
2. Prior to coal cleaning, the coal storage must be emptied to ensure proper ventilation in the storage bin and to install two 500W lighting fixtures to provide adequate illumination for the silo.
3. Prior to entry into the coal storage warehouse, a专职ventilation area inspector is responsible for checking the gas and harmful gases inside. Only when the gas concentration is below 1% and the harmful gas concentration complies with Article 100 of the Coal Mine Safety Regulations, can personnel enter the coal storage warehouse for operations.
4. Before personnel enter the coal storage warehouse, they first secure the safety line to a solid position on top. After confirming there are no issues, the workers fasten their safety belts, wear helmets, miner's lamps, self-rescue devices, and portable gas detectors. They then descend the ladder of the storage warehouse while being pulled down by the safety line.
5. Should the worker feel short of breath or have difficulty breathing while entering the storage warehouse, they should immediately signal the supervisory staff and climb out using the ladder only after the ventilation is properly adjusted.
6. Upon arrival at the work site, personnel secure tools with nylon ropes and slowly lower them into the work area using the coal storage bin.
7. Before personnel arrive at the work site, they must inspect the coal wall conditions around them. Only after confirming there are no issues can they use shovels to dig out a space for personnel on the coal wall.
8. During the process of drilling blast holes, continuously monitor the coal wall around the coal storage bin. Upon discovering any issues, immediately cease operations and quickly climb out using the ladder.
9. After the blast holes are dug, the workers should feel the temperature of the coal in the blast holes with their hands. If the temperature is too high, water should be sprinkled to cool it down. Only after the temperature drops to room temperature and there are no issues, can the coal be placed inside.
10. The inserted must be a rigid casing approved by the coal mine for use, marked with the coal mine product safety sign, or equivalent to a higher safety grade.
11. To prevent leakage from the storage drum wall during connection of the blasting wire, wrap the blasting wire within a 10-meter radius of the storage drum wall with mining high-voltage tape.
12. Each blast shall only use 1 permissible coal mine charge, not exceeding 450g.
13. Water the coal storage before firing the cannon.
14. Prior to detonation, it is mandatory to check the gas concentration in the upper and lower spaces of the coal storage area to ensure it complies with Article 100 of the Coal Mine Safety Regulations. Additionally, all personnel must be evacuated to a safe location and no issues confirmed before initiating the explosion.
15. After the fireworks, personnel must wait at least 30 minutes for the smoke to dissipate before a coal inspector can check the coal storage silo. Only when the gas concentration in the air flow is below 1% can personnel enter the coal storage silo and use shovels or other tools to handle the coal face from top to bottom.
16. Only after confirming that there are no issues with the loose coal around the coal storage bin, may the workers proceed with the second drilling and blasting. Absolutely no open blasting is allowed during the blasting process.
17. The "One Shot, Three Checks, Three Interlocked Persons" blasting system must be implemented for handling unexploded and partially exploded shells, strictly adhering to Articles 341 and 342 of the "Coal Mine Safety Regulations."
18. Firecrackers must be set up with designated personnel in both the coal storage yard and below the coal storage yard, with proper cautionary measures in place.
19. Strictly adhere to the provisions of the "Coal Mine Safety Regulations" for all other safety regulations.

Safety Procedure for Coal Powder Storage Cleaning Operation
1. Must formulate a liquidation plan and obtain approval from the factory division before implementation.
2. Prior to entering the coal storage, both the upper and lower inspection doors must be opened. After waiting for eight hours, confirm there is no gas and no oxygen deficiency inside the storage before proceeding with the work.
3. Must use 36V safety voltage lighting in the warehouse.
4. Prior to entering the warehouse, the power to the import/export equipment must be disconnected, and the switch must be turned to the locked position.
5. Warehouse personnel must wear personal protective equipment as required, and there must be three or more people present before entry. Additionally, a designated supervisor must be on-site.
6. Warehouse personnel must securely fasten safety belts as required, and the soft ladders used for entry must be in perfect condition without any damage.
7. Ensure all tools and equipment are in good condition before starting work, be mindful of potential injuries caused by tools during operations, and diligently implement the "Three No-Injuries" protective measures.
8. Adhere strictly to the principle of clearing from top to bottom in warehouse operations, follow commands, and strictly prohibit employees from engaging in risky activities.
Cleaners are prohibited from using lighting tools and electrical lines. When entering the cement storage for cleaning, the ratio of the number of people outside to those inside should be greater than 1, and a designated supervisor should be present. Observe the storage conditions inside from the top door of the warehouse, ensure the ladder inside is secure, and confirm safety before entering. Construction personnel entering the warehouse must wear protective equipment, including dust masks, safety shoes, and helmets. Upon entering, they must tie two safety ropes, one securing to the dust collector bracket outside the warehouse and the other to the ladder inside.
Coal storage silo cleaning:
Do not enter the coal powder storage room containing coal powder for work. Before cleaning the coal powder storage room, contact the shift supervisor, exhaust and empty the coal powder inside.
Prior to cleaning the coal powder storage bin, all dust fall pipes and fire suppression pipe gates connected to the bin must be fully closed and locked, and a "Personnel Working, Do Not Operate" warning sign must be hung. Before entering the coal powder storage bin, thorough ventilation is required. Entry into the bin is only permitted after the work supervisor's inspection (such as using instruments or small animals to check) and authorization.
Employees cleaning coal powder storage silos or ash bins must wear dust masks, protective goggles, and gloves. Clothing should fit properly, with sleeves and pant legs tied tightly with strings or by wearing dust suits. A safety belt is mandatory upon entry, with the belt's rope secured to an external fixed object outside the silo and at least two people must be on the outside providing close supervision. The supervisors should hold the rope of the worker's safety belt during supervision, controlling the length of the rope based on the worker's operational range, while being able to see the worker's actions or hear their calls. In the event of an emergency, the worker should be immediately rescued.
Employees should use ladders to ascend and descend the coal powder silo and ash hopper (ash storage) during entry and exit.
The coal powder silo must use 12V portable lights; the power cord and lamp head must be well insulated. Portable lights must not be buried in the accumulated powder in the blind corners of the coal powder silo.
During coal dust silo cleaning, smoking or lighting a fire is strictly prohibited inside or near the silo. Matches, flammable materials, and other unnecessary items are not allowed to be brought into the coal dust silo.
6 If there is accumulated coal powder at the corners of the coal powder storage bin and staff need to approach to remove it, they should first place a ramp. The ramp should have sufficient strength and width, and must be securely placed. Accumulated powder should be removed using copper or aluminum tools to prevent sparks.
During the cleaning process, if spontaneous combustion of coal powder is detected in the coal powder storage, the cleaner should immediately retreat to the outside, and then tightly seal the storage using steam or carbon dioxide to extinguish the fire.
Coal powder silo and ash hopper (ash storage) cleaning staff should alternate between work and rest based on their physical condition.
After cleaning is completed, the person in charge of the cleaning should count the personnel and tools, ensuring no one or tools are left inside the coal powder storage bin or ash hopper (ash storage), then close the manhole and explosion-proof door.
