Currently, China's software industry is flourishing, with its growth rate ranking among the top in the national economy for several consecutive years, further highlighting its resilience and potential. However, most Chinese software companies still use foreign standards for maturity assessment. Leveraging years of experience, foreign entities have altered the management models of Chinese software companies and extensively infiltrated various stages of the industry, hindering the development of our domestic industry. Moreover, through assessment methods, they can directly obtain a large amount of sensitive information from Chinese software companies, gaining in-depth insights into their technological levels and development paths, which poses a threat to our national information and security.
In this context, we are proudly introducing our nation's independently"Software Capability Maturity Model (CSMM)" Standard No.: T/CESA 1159-2021, led by Academician He Jifeng, jointly developed by the China Electronics Standardization Institute (hereinafter referred to as "CESI") and more than 50 related parties from industry, academia, research, and application, in alignment with international capability maturity models, and tailored to China's实际情况, this group standard for the CSMM "Software Capability Maturity Model" provides a framework for enterprises to evaluate and judge their software capabilities, offering effective suggestions for future development paths, and promoting the high-quality development of China's software industry.
The CSMM (Capability Maturity Model for Software) fully incorporates practices from fields such as software engineering, project management, product management, organizational governance, quality management, performance management, and lean software development, proposing a maturity level model that aligns with the actual development of the domestic software industry. It is primarily applicable to entities seeking software development providers, those in need of software service to ensure quality, and organizations looking to demonstrate their maturity in software development and delivery capabilities.
CSMM (Capability Maturity Model for Software), is a model based on an organization's level of software maturity, guiding the organization in developing its own path for enhancing software capabilities. It elevates past arbitrary and immature levels to an orderly and efficient software maturity level evaluation standard, categorized from low to high as Unordered Management, Initial Management, Improved Management, Quantitative Management, and Optimized Innovation levels.
