1. System documents should generally be established after the completion of the first phase of work, and may be done concurrently if necessary. Without preliminary work, directly compiling system documents can easily lead to deficiencies such as weak systemic and holistic integrity, and a disconnect from reality.
3. The preparation of the quality system documents should be aligned with the quality function allocation of the unit. Based on the selected quality system requirements, each quality activity (including direct and indirect quality activities) should be individually elaborated, and the quality function allocation should be implemented to respective departments. The quality activity projects and allocation can be expressed in the form of a matrix diagram, and the quality function matrix diagram can be attached as an appendix after the quality manual.
To ensure the coordination and consistency of the quality system documents to be prepared, a "Quality System Document List" should be established prior to compilation. Gather the current quality manual (if prepared), corporate standards, regulations, management methods, and record forms, compare them with the quality system elements, and thereby determine the projects for newly prepared, added, or revised quality system documents.
