What is the Tanzania PVOC Certification?
The Executive Director of the Tanzania Bureau of Standards (TBS) has issued a formal confirmation document, authorizing the implementation and execution of this Conformity Assessment Procedure (PVOC).
The Tanzanian PVOC certification, also known as the Tanzanian COC certification, is essentially a conformity declaration for exports to Tanzania, which is a type of pre-shipment inspection certification.
All products under the PVOC program must undergo inspection, ensuring compliance with Tanzania's National Standards and other recognized standards, upon which a Compliance Certificate of Origin (COC) will be issued. This program is scheduled to begin on December 31, 2011. The regulated products covered by Tanzania's PVOC include machinery and equipment, daily necessities, food, cosmetics, chemicals and chemical products, furniture, office equipment, CR products, electronics and electrical appliances, kitchen and bathroom products, containers, clothing, textiles, bags, shoes, auto and motorcycle parts, second-hand products, and other non-prohibited import products in Tanzania, all of which require certification.
The Compliance Certificate of Origin (COC) is a mandatory document to ensure smooth customs clearance, certifying that the products comply with relevant Tanzanian technical regulations and national, regional, and international standards. Failure to submit a COC issued by an inspection authority can lead to delayed customs clearance, fines, or even the return of goods to the exporting country. Currently, goods exported to Tanzania must obtain a COC before shipment. If goods arrive at the port of destination after December 30, 2011, a COC is required for customs clearance; otherwise, it may result in the customer being unable to clear customs smoothly.
Section 2: Application Model for Tanzania COC Certification
Route A, Certificate Validity: 3 months (one-time use, expires after 3 months if not used)
Eligibility Requirements:
All products exported by manufacturers or traders subject to PVoC regulation.
Route B, Product Registration Certificate System, Certificate Validity: 1 Year
Eligibility Requirements:
The product must have passed two consecutive Route A inspections.
Products not eligible for registration:
(1) Sugar
(2) Grains
(3) Beans
(4) Fertilizers
(5) Fresh and Frozen Animal and Fishery Products
(6) Fresh dairy products
(7) Fresh Garden Products (Flowers)
(8) Used Goods (Merchandise That Has Been Used)
How to obtain a registration certificate:
Method 1: Submit a fully completed RFC, including product information (model, brand, specifications, dimensions, quantity, electrical parameters, etc.), and product test reports.
Option 2: Submit a registration certificate issued by another institution. Upon review and meeting the relevant requirements, it will be converted into a CCIC registration certificate.
Note 1: There is no charge for handling product registration certificates and conversion product registration certificates at CCIC.
Note 2: Local companies may handle and issue product registration certificates independently.
Registration Certificate Requirement:
The first four digits of the HS Code in the registration certificate must be identical.
Review registration documents every 6 months (to confirm the continued validity of product test reports)
Route C, License System, Valid for 1 Year
Eligibility Requirements:
Only applicable to manufacturers; manufacturers must prove they have a quality management system in their production process. The production process must be audited for product authorization.
How to obtain a registration certificate:
Please submit a fully completed RFC authorization form, including product information (model, brand, specifications, dimensions, quantity, technical parameters, electrical parameters, usage instructions, etc.), and product test reports.
Regular factory audits must be conducted.
Note: Licenses are handled and issued by the Group's Inspection Company.
License Requirements:
Review registration information every 6 months (mainly to confirm the continued validity of test reports)
Section 3: Tanzania PVOC Certification Fee Structure
Certificate Fee: ROUTE A: 0.53% of FOB, Min. 250USD, Max. 5000USD.
ROUTE B: 0.45% of FOB, 250USD Min., 5000USD Max.
ROUTE C: 0.25% of FOB, 250USD Min., 5000USD Max.
Amendment Fee: $100.
2. Inspection Fee: Divided by product type and name. A single inspection report ranges from approximately 1,500 to 3,500.
3. Commission Fee: Varies based on case workload.
