China Customs and the foreign customs both require the certificate to be released. Clients who have undergone CE certification are more likely to recognize the product, and it can circulate freely within EU member states. Moreover, clients will randomly check for the presence of a CE certificate or its authenticity. If found without the certificate or if the certificate is fake, the export qualification of the product will be revoked, and it will be prohibited from exporting to EU countries. Currently, high-voltage products in China require EMC.LVD for CE certification, while most low-voltage products only need EMC. Each company has different technologies, qualifications, services, and prices. Generally, a CE certificate and report can be issued within 5 working days if the product test goes smoothly. The required documents typically include the product manual, circuit diagram, BOM list, and application form (provided by the testing institution).
In January 2013, the EU regulations introduced new requirements for over 100 products. Nowadays, virtually any visible item entering the EU must undergo corresponding tests and hold a certificate to gain access. In the past one to two years, the EU has also significantly tightened its product requirements.
The significance of CE certification lies in ensuring that products with CE certification meet the essential requirements of relevant European directives and demonstrate that they have passed the corresponding conformity assessment procedures and/or the manufacturer's declaration of conformity. It truly serves as a pass for these products to be sold in the European Common Market. Industrial products that require CE certification as per directives must not be marketed without it. They must first comply with CE certification requirements and affix the CE certification mark before entering the EU market. If non-compliant products are found on the market, they will be ordered to be recalled, and persistent violations of CE certification regulations may result in restrictions or bans on entering the EU market or forced withdrawal from the market! The recipients of CE certification are the member states of the European Community or the national regulatory authorities responsible for implementing market product safety controls, not the customers. Once a product is affixed with the CE mark, the competent authorities responsible for sales safety supervision in the member states should assume that it complies with the main requirements of the directive and can freely circulate in the European Community market.
CE Certification Ensures the Following - 1. Products must not hinder health, threaten the environment, or pose risks to consumers to be sold in the market. 2. Products legally marketed in one EU country can also be sold in other member states. Manufacturers indicate that their products fully comply with EU directives by affixing the CE mark. If permitted, the CE mark can also be displayed on packaging or accompanying documents. The CE mark is not a test mark but signifies that the manufacturer declares its product complies with all relevant regulations. Currently, various conformity assessment models are used to mark compliance with basic requirements, which may involve multiple entities such as manufacturers, importers, and distributors. In addition, certification work may also need to be carried out by independent bodies, such as third-party certification agencies. Testing and certification bodies must be officially authorized or supervised by recognized designated bodies. Non-compliant products with relevant directives can cause many issues, so we recommend certification by a third-party certification agency.
CE Certification does not necessarily prove the product meets quality standards. The core "essential requirements" of European directives, as defined in the Council Resolution of 7 May 1985 (85/C136/01) on the New Approach for Technical Harmonization and Standards, are specific to the basic safety requirements that ensure the product does not endanger human, animal, or goods safety, rather than general quality requirements. Harmonization directives specify only the essential requirements, while general directives require standardization. A product that complies with the essential requirements of the relevant directives can affix the CE mark, without being judged on the basis of general quality standards. Therefore, the accurate meaning is that the CE mark is a safety compliance mark, not a quality compliance mark.
