In engineering construction projects, where a professional manager is entrusted by the initiator to implement project management, the supervisor accepts the supervision of the project manager and coordinates with the manager to provide the principal with comprehensive project management services throughout the project. The supervisor oversees the general contractor, with the manager indirectly managing the construction process through the supervisor.

Given the supervisory role in the whole-process management, supervisors should pay attention to the management and control of supervisors. The author believes it is necessary to fully utilize the bidding process to incorporate the management requirements of the supervisor into the bidding documents, in order to gain the supervisor's response to the bidding management requirements and related service commitments.

On the basis of the supervisor's system management and control, scientifically organize the preparation and review of the bidding documents, and deploy supervisor management strategies or requirements separately in important sections such as the bidding notice, contract clauses, and evaluation methods to ensure that the supervisor's safety forms an institutional contractual constraint on the supervisory board.
