Consequently, judicial appraisals of project costs have emerged in the growing number of lawsuits. Currently, judicial appraisals of construction costs have become an important part of the consulting work in engineering cost estimation.
In the judicial appraisal of complex project construction costs, there are very significant practical issues. The judicial appraisal of construction costs must adhere to fundamental principles, which determine the scientificity, fairness, and legality of construction cost appraisals, as well as the quality and objectivity of judgments in litigation cases. Chinese law does not explicitly stipulate the fundamental principles to be followed in the judicial appraisal of civil litigation construction costs, thus judicial practice requires appraisers to collectively comply with working standards. Discussions on the fundamental principles to be followed in engineering judicial appraisals should be conducted with the industry.
