■ Ocean Shipping Import Operation Process
Consignee prepares import documents → Document exchange → Inspection report → Customs declaration → Equipment handover document processing → Container pick-up → Goods collection
Specific Procedures:
Import Documents
The consignee provides the full set of import documents to the freight forwarder; the freight forwarder checks which shipping company is carrying the goods, which shipping agent is handling the operation, and where the delivery order (small bill of lading) can be exchanged.
2. Import documents include: original bill of lading with endorsement or telex release copy, packing list, contract (general trade).
3. Contact the terminal in advance and confirm the charges for pick-up, deconsolidation, loading, and return empty container fees.
Two, Reissue the Bill of Lading
1. Freight forwarders must confirm the arrival time and location of the vessel with the selected shipping agent or shipping company. If transshipment is required, the name of the second voyage ship must be confirmed.
2. Present the original bill of lading endorsed and, if by telegraphic release, also provide a fax copy of the release and a letter of guarantee to the shipping company or their agent to obtain the delivery order (also known as the 'small bill of lading').
III. Inspection Report
The Inspection and Quarantine Bureau will confirm whether this shipment requires a commercial inspection based on the regulatory conditions in the "Commodity Code."
Four: Customs Clearance
1. If the consignee has their own customs brokerage firm, they may clear customs independently or entrust a customs brokerage firm of the freight forwarder or another reputable customs brokerage firm to handle the customs clearance.
2. Customs documents include: endorsed original bill of lading/electronic release copy, packing list, contract, and waybill.
3. Customs determines whether a technical examination is required based on the condition of imported goods or randomly selects for self-examination by computer.
Section 5: Processing Equipment Handover Documents
The freight forwarder shall obtain the equipment handover document from the shipping company or the shipping agent's container department by presenting the original bill of lading with endorsement (the facsimile of the released cargo by telex and the guarantee letter).
2. Equipment Handover Document: This document is exchanged between the returner, container handler, and the container supervisor or their agent when containers and other machinery are entering or exiting the port area or terminal. It serves as a proof of exchange for containers and other equipment and includes the function of issuing container certificates by the supervisor. It is categorized into two types: entry and exit, with all exchange procedures conducted at the entrance of the wharf yard.
Sixth, FCL (Full Container Load)
The freight forwarder, with the house bill of lading and the trucking company's "container application form," handles the procedures for collateral at the container management department, including fees for import container overtime use, unloading, and import documentation.
2. If the remitter is not the consignee named on the bill of lading, the remitter must provide a letter of guarantee (LOG) agreeing to act on behalf of the consignee and pay the corresponding fees.
3. After the advance payment is completed and authorized by the shipping agent's container management department, proceed to the import container release station to handle the container retrieval procedures, collect the container equipment handover document, and verify its contents for accuracy.
4. Upon unloading the imported goods, the consignee shall return the empty containers to the designated return location.
Upon returning the empty container to the selected yard, the consignee must promptly present the deposit receipt to the Container Management Department to settle the container fees.
7. Pick-up
The freight forwarder or consignee shall contact the trucking company with the original bill of lading to pick up the goods at the terminal or yard selected by the ship agent.
2. The mortgagee to handle the container mortgage settlement procedures at the Container Control Department.
■ Key Points for Ocean Shipping Import Operations
1. Consolidated cargo requires obtaining a separate bill of lading (house bill) from the shipping company or agent. Upon collection, present the small bill of lading and the separate bill to retrieve the goods at the port.
All customs documents must ensure that the information matches exactly.
3. Ensure all import documents are complete and familiarize yourself with the customs' requirements for import goods documentation in advance.
