Reclamation plans for mining land should be considered concurrently with mining exploitation plans. In addition to the data required in the exploitation plan, it is required to investigate the current status of land resources, the environmental quality around the mining area, and the social environmental conditions. An environmental impact report should be submitted, feasibility studies conducted, viable schemes for exploitation and reclamation formulated, and methods for restoring and reusing land resources evaluated.
The development direction of mine land reclamation is: promote alternating reclamation techniques and waste rock tailings backfill mining methods, achieve zero waste rock discharge from mines, improve and promote the waste rock peripheral stacking method, control environmental pollution and damage in a timely manner, and develop land preparation equipment. Accelerate the reclamation pace, plant high-quality, tolerant vegetation according to local conditions. Speed up the greening process, focusing on mine land reclamation. Coordinate planning, expand the transformation of surrounding poor-quality land, increase arable land and forest coverage, enhance land use value, and promote the natural and benign evolution of the ecological environment.
通常, waste rock and tailings contain various factors detrimental to plant growth, including heavy metal contamination, pH levels below 5 or above 8.5, imbalanced water content, unstable particle size gradation, nutrient deficiency, and unstable topsoil. Therefore, even for planting grass and trees, proper treatment is necessary. An effective method is to backfill with a certain thickness of topsoil. Without adding topsoil, the soil flora and fauna in waste rock, except for sulfur-oxidizing bacteria, are typically non-existent. Cultivating a soil organism capable of performing necessary nutrient cycles is crucial for establishing plants that can sustain themselves.
Generally, planting on bare rock or mine slopes is challenging. There are two viable planting methods: first, locate small stone holes, talus, and fissures to plant the vegetation in, and second, create artificial planting holes using a small amount of controlled blasting, then fill with topsoil before planting. The method depends on the type of plant: herbaceous plants are sown, while woody plants are planted with cuttings.

The "Land Reclamation Regulations" were passed at the 145th meeting on February 22, 2011, and are hereby promulgated, effective as of the date of publication.
Firstly, in order to address potential acts of corruption, abuse of power, negligence of duty, and other irregularities in the reclamation work by departments and their staff, including illegal permits, embezzlement, misappropriation, or misallocation of reclamation funds, fraudulent practices during inspections, failure to perform duties in accordance with the law, or failure to investigate illegal activities legally, and the pursuit of不正当 benefits, corresponding legal liabilities such as disciplinary action and criminal prosecution are stipulated.
