ITSS stands for Information Technology Service Standards, which translates to "Information Technology Service Standards" in Chinese. It is a set of standards and methodologies for IT service provision developed under the leadership and support of the Ministry of Industry and Information Technology and the National Standardization Administration, by the ITSS working group.

The lifecycle of ITSS mainly consists of five stages: the first stage is the planning and design phase, responsible for planning and designing IT services; the second stage is the deployment and implementation phase, where the management system is established based on the planning from the first stage, elements of IT services are allocated reasonably, and service solutions are proposed; the third stage is the service operation phase, ensuring business continuity through process management, integrating the operations of customers with those of IT services; the fourth stage is the continuous improvement phase, involving regular checks and reviews to promptly identify and improve issues in the IT service processes to enhance service quality; the fifth stage is the supervision and management phase, evaluating service quality based on ITSS quality evaluation standards, supervising the process and outcomes of service delivery, and conducting assessments.


The proposal of the ITSS3.1 system primarily considers several aspects such as industrial development, service governance, business forms, implementation methods, and industry applications, and is divided into six major categories: basic standards, service governance standards, outsourcing standards, business standards, security standards, and industry application standards.


1. The basic standards aim to elaborate on the business classification and service principles of IT services, the methods for evaluating service quality, and the requirements for service personnel capabilities.


2. Service governance standards refer to the activities of governance, management, and supervision of information technology services to ensure their economic efficiency.


3. Business standards are categorized by service type into IT-oriented service standards (Consulting Design Standards, Integration Implementation Standards, and Operation Maintenance Standards) and IT-driven service standards (Service Operation Standards). They are further divided by writing purposes into General Requirements, Service Specifications, and Implementation Guidelines. General Requirements outline the fundamental capabilities for each business type, Service Specifications regulate service content and behavior, and Implementation Guidelines provide guidance for the actual implementation of services.


4. The service outsourcing standard is a general requirement and specification for outsourcing information technology services.


5. The service safety standards emphasize pre-emptive prevention, in-process control, post-event audit of service safety, and continuous improvement throughout the entire process. They also propose organizational governance norms for service safety to ensure its controllability and safety.


6. Industry Application Standards are customized implementation guidelines for the application落地 of standards across various industries.


The Information Technology Service Standard System is dynamically evolving, closely related to the technologies and industries associated with IT services, and also closely aligned with the objectives and positioning of standardization work.
