The full name of the algorithm filing is "Internet Information Service Algorithm Filing," which is a mandatory filing system led by the Cyberspace Administration of China, in collaboration with the Ministry of Public Security, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation. This system was jointly issued after the "Administrative Measures for Internet Information Service Algorithm Recommendations" were released. It has been in effect since March 2022, aiming to regulate the recommendation activities of internet information service algorithms, and combat unreasonable applications such as malicious deep synthetic generation, algorithm discrimination, "big data milking," and诱导沉迷. Failure to file for the algorithm can result in the risk of website and APP product de-listing and administrative penalties, and may prevent updates to products on the app market and the release of new products. The algorithm filing process is extremely complex and time-consuming, typically taking 3-4 months to complete. However, with the recent surge in AI, the government has strengthened regulatory measures, requiring that generative algorithms must be filed and registered with real names. This may lead to extended review times due to the increasing number of filing applications, and without experience, submissions may face repeated rejections. Additionally, if using someone else's API algorithm for generative synthesis, a filing is also required. In the filing identity, one should select "service provider" rather than "service technical supporter."
