Setting 600,000 kilometers as the mileage for private car scrappage is just a theoretical calculation; in reality, it's quite challenging for a car to actually cover such a long distance. Article 4 of the new regulations stipulates that after the expiration of the inspection validity period, any registered motor vehicle that has not obtained an inspection合格mark within three consecutive vehicle inspection cycles should be compulsorily scrapped.
Scraped Vehicle Process Functions: Application Form Pickup -- Registration and Audit Post受理 -- Vehicle Inspection Post vehicle examination -- Payment -- Fee Payment -- Company Receives and Dismantles, Photographs -- Vehicle Inspection Post Inspects Dismantling -- Business Post Approves -- Brigade Office Stamps -- Vehicle Records Cancelled.
Four scenarios will result in mandatory scrapping: 1. Vehicles that, despite repair and adjustment, still do not meet the technical standards for in-use motor vehicles. 2. Vehicles that, after repair, adjustment, or the application of control technology, still exceed emissions or noise standards for in-use motor vehicles. 3. Vehicles that do not obtain a vehicle inspection合格标志 within three consecutive motor vehicle inspection cycles after the expiration of the inspection validity period. 4. Vehicles that reach a certain age and mileage.
Tourist passenger buses and non-operational passenger buses with 9 seats or more are used for 10 years. After reaching the scrapping standards, if continued use is required, the procedures according to the current regulations must be followed, but the extended usage period may not exceed an additional 10 years. Tourist passenger buses delayed for scrapping must undergo an annual inspection 4 times; non-operational passenger buses with 9 seats or more delayed for scrapping must undergo an annual inspection 2 times. For those over 15 years old, starting from the 16th year, they must undergo an annual inspection 4 times.
Upon reaching the scrapping standards, the vehicle owner shall sell the motor vehicle to a scrapping and dismantling enterprise, where it will be registered, dismantled, and destroyed in accordance with regulations. The scrapping certificate, license plate, and the vehicle's registration will be cancelled by the traffic administration department.
