Waste electronic recycling operators shall handle the discarded electronic appliances and electronic products they collect in accordance with these Regulations. If not handled, the collected discarded electronic appliances and electronic products shall be handed over to a treatment enterprise specializing in the handling of such products. Electronic waste that has been repaired and sold must meet the mandatory requirements of health and technical standards such as those for human health, and should be clearly marked as second-hand. The specific management measures shall be determined by the commerce authorities.

Electronics recycled and resold after repair meet the mandatory requirements of regional technical specifications for human health and safety, as well as property safety, and are clearly marked as second-hand. Specific management measures are set by the commerce主管部门.

Recycling old electronic waste allows for the disassembly of electronic materials, separating and utilizing the electronic components from the waste. These components are reusable and their prices are not significantly different from those of new electronic components. Items like capacitors, resistors, inductors, oscillators, and others can be disassembled for reuse, and the resulting profit is considerable.

The severity of the electronic waste issue stems from its sheer volume, which is only increasing year by year. We're purchasing more electronic products and replacing them more frequently; it's not uncommon to see people change their phones and computers annually. A vast amount of precious metals goes to waste in electronic waste, but its economic value is still significant if properly recycled. Various metals like gold, copper, silver, titanium, and platinum are highly recyclable. Plastics and rubbers can also be recycled and reused.

There are numerous valuable resources in discarded electronic products, such as copper, aluminum, iron, various precious metals, glass, and plastic, which are highly recyclable. The cost of obtaining resources through recycling and reclamation of waste electronics is not only directly lower than that of extracting resources from ores and raw materials, but also saves energy. Strengthening the recycling and utilization of discarded electronic products is of great significance for developing a circular economy and overcoming the constraints of resource scarcity on China's economic development.
