To implement the Resolution on Strengthening Residential Community Property Management in Accordance with the Law, passed by the Third Session of the Thirteenth People's Congress of the City, further regulate property management activities, effectively protect the legitimate rights and interests of property owners and management enterprises, and strive to enhance the level of property management, in accordance with the Property Management Regulations and relevant laws and regulations, and in conjunction with the actual property management work in our city, this plan is hereby formulated:
I. Guiding Principles
Based on the national "Property Management Regulations" and guided by the spirit of the city management work meeting in Shenyang, focusing on the implementation of the "Motion on Strengthening Property Management in Residential Areas in Accordance with the Law," the aim is to standardize management and enhance the level of property services. This is to further strengthen the property management of residential areas and promote the healthy development of property management in our city.
II. Objectives and Scope
(1) Objective:
1. Effectively resolve outstanding development issues, achieving a rectification rate of 90% by the end of the year; ensure timely repairs for houses with quality issues, with a timely repair rate of 90%.
2. New residential communities are implementing bidding rates; for properties entering the market in 2015, the "Pre-management Property Management Contract" and "Temporary Residents' Agreement" must be signed prior to the sale of commercial housing.
3. All enterprises engaging in property management activities must obtain the "Property Management Enterprise Qualification Certificate."
4. Strengthen supervision of property management practices and training for professionals, achieve a certification rate for property management company managers, and establish a credibility record for property management companies and a credit record for property management company managers.
5. Aggressively promote property management; by the end of the year, the rate of residential communities with property management conditions reaching property management level will be achieved.
6. Strengthen the self-governance and self-discipline of property owners. Residential communities with the necessary conditions must have established more than 80% of homeowners' associations and committees by the end of the year.
