Construction Arrangements and Safety Measures 1. Conduct briefings before underground operations, understand well depth, entry depth, water level difference between blockades, water depth, and water flow conditions. Clearly define the objectives and specific technical requirements of the construction work. 2. Divers must be certified to work, ensure equipment is properly adjusted, and divers' physical conditions are normal. Ensure that equipment is functioning properly, communication is normal, and divers' physical conditions are stable before entering the well. 3. Prepare rescue equipment and personnel. In addition to the normal diving team and equipment, an additional set of rescue equipment and personnel must be on standby to prevent accidents during operations and to be prepared for rescue. 4. During underground operations, ground personnel are in place. Air compressor maintenance personnel: Ensure the air compressor operates normally during the dive and report any issues to the communications personnel in a timely manner; Ground maintenance personnel: Responsible for coordinating with all personnel to meet the various needs reflected from the underground; Communications personnel: Communicate with underground construction personnel to understand their work conditions and needs, and the safety situation at each work site. 5. This operation primarily involves cutting, removing pipeline debris, and then rebuilding walls. Before constructing walls, due to the water level difference on both sides, divers will only enter the well after the water levels even out and no significant water flow is confirmed. Due to the gases and water in the well, special requirements are placed on the equipment used, including pneumatic, hydraulic, and low-pressure equipment. 6. The lifting personnel must follow the communications personnel's instructions while also being aware of the underground situation. Lifting is strictly prohibited when there are people at the wellhead. Before each lift, signal the diver to confirm a safe entry position. Place the lifting item aside for the client's confirmation. 7. Site clearance operations. After completion of construction, ensure safety at the construction site and wellhead, primarily by securely closing the well cover. 8. In the event of major injuries or other safety accidents, Party B shall report to the relevant departments immediately (call 110) and notify Party A, while also handling the matter according to the requirements of the relevant departments. To ensure rescue time, know and remember the nearest medical phone number and route map. 9. Party B shall comply with the relevant safety management systems for construction project safety, strictly organize construction according to safety standards, and take necessary safety protection measures.
