The lifting and lowering movement of the single-person electric suspended basket scaffold is achieved by alternating manual or electric winch operations to lift or lower the movable frame and the fixed frame. From the construction of the lifting frame, the movable frame and the fixed frame can move up and down relatively. When the scaffold is in use, both the movable frame and the fixed frame are anchored to the wall with wall bolts, and there is no relative movement between the two frames.

When the scaffolding requires lifting or lowering, one platform from either the movable or fixed frame remains anchored to the wall. Using a winch to lift or lower the other platform, relative motion is created between the two. By alternating the attachment of the movable and fixed frames to the wall and lifting them alternately, the scaffolding can be raised or lowered layer by layer through the pre-drilled holes in the wall.
