Each critical step in the decommissioning process is confirmed by a designated person. Internal equipment such as process pipelines, towers, and containers are blow-scanned, cleaned, and replaced to remove all hazardous media. Any toxic or flammable substances remaining in equipment like tanks and kettles must be confirmed on-site. Specialized operators must be certified, and supervisors must be trained and certified.
During construction, a designated person must monitor the structural condition of the buildings being demolished. If there is a tendency towards instability, operations must be halted immediately, and effective measures must be taken to eliminate the hazard. All dismantled materials must be cleared promptly, categorized, and stacked in designated areas, without throwing them from heights. The removed materials and construction waste should also be cleared away promptly, and high-altitude throwing is strictly prohibited.
