Marine Transport Authentication Certificate
Definition and Usage
Issued by professional agencies following inspection of goods in accordance with international maritime regulations (such as the IMDG Code), to confirm the nature of the goods, compliance of packaging, and transportation conditions.
Distinguish between general cargo (common chemical products) and hazardous materials (which must comply with UN classification standards, such as explosives, flammable liquids, etc., across nine major categories).

Ships engaged in international passenger and bulk liquid hazardous cargo transportation must apply for approval, while ordinary cargo ships and container ships are subject to a filing system.
Application Requirements
At least one five-star red flag vessel that aligns with the scope of business.
Meets maritime safety technical standards and is equipped with certified senior management.

Firms are permitted to issue bills of lading as carriers, directly enter into freight rate agreements with shipping companies, and must be registered with the Ministry of Transport.
U.S. FMC Registration
U.S. companies engaged in non-vessel operating common carrier (NVOCC) activities must register with the Federal Maritime Commission (FMC) to obtain legal booking qualifications.
