I. Certification Definition and Purpose
Definition: The Saudi SASO IECEE Recognition Certification (SIRC) is a mandatory certification implemented by the Saudi Standards, Metrology, and Quality Organization (SASO), requiring products to comply with International Electrotechnical Commission (IEC) standards and local Saudi safety requirements, covering 15 major categories of goods such as lighting products (e.g., LED lamps).
Objective: To ensure products comply with Saudi National Standards and WTO regulations, safeguard consumer safety, enhance customs clearance efficiency, and prevent substandard products from entering the market.
Section II: Applicability Range
Controlled Product Categories:
Luminous Products: Including LED bulbs, lighting fixtures, street lights, and their control devices (such as ballasts).
Energy Efficiency Standard Classification:
SASO 2870: Regulates household light sources (such as incandescent and LED bulbs) controlling luminous flux from 60 to 12,000 lumens.
SASO 2902: Luminaires and non-integrated fluorescent lamps with luminous flux ≥ 12,000 lumens
SASO 2927: For LED street lights and high-voltage discharge lamps.
Phased Implementation
Phase One (September 1, 2021): Covers household appliances, information technology equipment, etc.
Phase Two (February 15, 2023): Mandatory expansion to lighting products.
Section 3: Certification Process
Energy Efficiency Testing and Registration (EER)
Select the corresponding standard (SASO 2870/2902/2927) based on product type for energy efficiency testing, and complete the registration (process takes 8-12 business days).
Please provide data on luminous flux, power factor, and standby power consumption.
CB Certification
Based on IEC standard testing (such as IEC 62560 for LED bulbs, IEC 60598 for lighting fixtures), obtain CB certification and test reports (including Saudi Arabia's variations: 220V/60Hz, UK-style plug).
Key components (such as drive power supplies) must also pass the CB certification.
IECEE Registration Application
Submit CB certificate, energy efficiency registration proof, manufacturer's declaration, and other documents for review to an authorized SASO institution.
Upon approval, an IECEE certificate will be issued (valid for 1 or 3 years).
Saber System Certification
Based on the IECEE certificate, apply for a Saber PC (Product Conformity Certificate) and an SC (Lot Inspection Certificate) to complete customs clearance and entry.

V. Cautionary Notes
Certificate Validity: IECEE certificates are available with a 1-year or 3-year validity, and must be renewed before expiration.
Saudi Arabia Requirements: Products must be compatible with the Saudi power grid standards (220V/60Hz) and UK-style plug.
Energy Efficiency Label: Product packaging must indicate the SASO-compliant energy efficiency grade and photobiological safety information (e.g., Blue Light Hazard Level RG0).

IECEE certification ensures compliance with Saudi market entry requirements, avoids customs delays or return risks, and enhances consumer trust.
