The Saudi SABER Certification (Saudi Product Safety Program) is a mandatory certification system introduced by the Saudi Arabian Standards Organization (SASO), aimed at ensuring that products imported into Saudi Arabia comply with local technical regulations and standards. The SABER Certification requirements vary by product category, but typically include the following main steps and requirements:
Product Categories
Determine the category of the product, as different categories have varying technical regulations and certification requirements.
SASO in Saudi Arabia categorizes products into various types, such as electronic appliances, construction materials, toys, and food contact materials.
2. Create an account
Importers or manufacturers must register an account on the SABER platform.
At registration, company information and contact details are required.
3. Product Certification Application
Submit product certification applications on the SABER platform.
Please provide detailed product information, including the product name, model, specifications, and usage.
4. Technical Documentation Preparation
Prepare technical documents for the product, including but not limited to:
Product Manual
Technical drawings
Test Reports (e.g., CE, RoHS, IEC, etc.)
Product Photos
Other related documents
5. Product Testing
Based on Saudi Arabia's technical regulations and standards, products may require testing.
Testing can be conducted in laboratories recognized by Saudi Arabia, or in labs that meet international standards, but the test reports must comply with Saudi requirements.
6. Compliance Assessment
Submit technical documents and test reports for compliance assessment.
Upon successful evaluation, a Certificate of Conformity (CoC) will be issued.
Issue SABER Certificate
Apply for issuance of a SABER certificate on the SABER platform.
The SABER certificate includes a Product Certificate of Conformity (PCoC) and a Shipment Certificate of Conformity (SCoC).
8. Customs Clearance
Upon arrival of the goods at the Saudi ports, SABER certificate and other relevant documents are required for customs clearance.
If no SABER certificate is provided, the goods may be detained or returned.
9. Ongoing Compliance
For certain products, it may be necessary to undergo regular re-certification or certificate updates to ensure ongoing compliance with Saudi Arabia's technical regulations and standards.
10. Labels and Markings
Products must comply with Saudi Arabia's labeling and marking requirements, including but not limited to:
Product Name
Manufacturer Information
Country of Origin
Warning Label (if applicable)
Arabic Labels (required for certain product categories)
11. Additional Requirements
Some products may require additional certifications or approvals, such as energy efficiency labels, GCC certification, etc.
For products such as food contact materials and medical devices, additional health or safety certifications may be required.
Cautionary Notes:
Expiry: SABER certificates typically have an expiry date and must be used within this period.
Cost: Certification fees vary by product category and certifying body, and should be researched and budgeted for in advance.
Agent: If the importer is not registered in Saudi Arabia, it may be necessary to go through a local agent for certification application.
Before proceeding with the SABER certification, it is recommended to thoroughly understand the specific requirements and process for the product category, or consult a professional certification body to ensure a smooth certification process.
