The CQC certification rules for mobile power banks refer to portable mobile power bank products (hereinafter referred to as mobile power banks), which are USB interface mobile power bank products. This certification rule applies to mobile power banks with a nominal charging voltage of DC 5V, a nominal discharging voltage of DC 5V, and an output current not exceeding 5A.
Portable power banks within the scope of this certification rule include: mobile phone power banks, digital camera power banks, PDAs, PSPs, mp3 players, mp4 players, iPads, iPods, GPS devices, and other digital products. Also listed are USB portable lighting devices (mostly LED), USB hand warmers, USB fans, USB humidifiers, USB flashlights, USB razors, and other products with USB rechargeable features. The devices listed here do not encompass all applicable devices' power banks.

01 Certification Unit Division
Concurrently meeting the following conditions qualifies as an application unit:
a. Same battery types, models, quantities, and capacities.
b. Same protective circuit and protective devices;
c. Same charging and discharging as well as voltage adjustment circuit;
d. Same shell structure;
e. Same manufacturer and production facility;
f. Same packaging method (series and parallel connection of batteries).

03 Product Inspection
3.1 Sample
The samples used for type testing must be products that have passed the factory inspection.
3.2 Sampling Policy
Adhere to the principle of sending samples. CQC selects representative samples from the application for certification units. The applicant is responsible for delivering the samples to the testing institution.
3.3 Sample Quantity
For applications with a single model, we provide samples of that model. The quantity of samples is: 15 mobile power banks, each containing 21 internal batteries.
When applying for certification for a series of products, a representative product from the series should be selected as the primary inspection product. The primary inspection product should be the one in the series that negatively impacts performance the most. The remaining models are to be covered products, with their samples being cover samples. The requirements for submitting samples are as follows: 15 main model mobile power banks, each containing 21 internal batteries; one mobile power bank for each cover model. If necessary, the testing institution may increase the number of cover samples to supplement differential testing.
3.4 Sample and Documentation Handling
Upon completion of the test and issuance of the test report, the relevant inspection records and documents are retained by the testing agency, and the samples are disposed of in accordance with CQC requirements.
04 Test Requirements
4.1 In accordance with standards
CQC1110-2015 "Technical Specification for Portable Mobile Power Supply Product Certification"
4.2 Test Items, Methods, and Criteria for Judgment
Portable power banks should meet the requirements of CQC1110-2015.
The product is tested in accordance with the requirements specified in CQC1110-2015 "Technical Specification for Certification of Portable Mobile Power Supplies" and the testing methods or relevant standards referenced by this standard. Detailed information is provided in Table 1.

Sample inspection must comply with the requirements of CQC1110-2015. If any item fails to meet the standard requirements, the product of the certification unit will be deemed not to meet the certification requirements. If some non-critical test items are不合格, corrections can be made within the CQC规定的期限 (starting from the date of the不合格通知 of the type test). The correction period should not exceed 6 months (starting from the date of the不合格通知 of the type test). If the corrections are not completed on time, the certification will be terminated.
05 Test Report
Samples are tested by a CQC-certified testing facility and a test report is issued in accordance with the specified format. Upon certification approval, the testing facility is responsible for providing the applicant with a test report.
06 Product Inspection Deadline
Sample inspection typically takes 15 working days, and the time for the company to make corrections and re-inspect, due to non-compliance with testing items, is not included. The countdown begins from the receipt of the samples and testing fees.
07 Key Raw Materials/Components/Components Requirements
Key raw materials/components/components are detailed in CQC11-464115.01-2015 "Product Description for Safety Certification of Portable Power Banks." To ensure consistency of certified products, the holder must promptly submit a change application and send samples for inspection (or provide written confirmation), and conduct factory inspections as necessary upon any change in technical parameters/specifications/model/makers/manufacturers. Use in certified products is permitted only after approval by CQC.

On September 6, 2016, the China Quality Certification Center issued the 2016 version of the Safety Certification Rules for Portable Mobile Power Banks, Rule Number CQC11-464116-2016. Below is a comparison of the old and new versions based on the standards:

The older version CQC11-464115-2015, the new version also includes the following changes:
1. Applicable to portable power banks with USB interfaces only; power banks with straight plug-in connectors fall under the CCC product certification scope and are not subject to this rule.
2. Note the reservation for portable power banks that are frequently carried by staff, not exceeding 18KG.
3. Define the certification model for mobile power banks as either Type Testing + Initial Factory Inspection + Post-Certification Supervision or Type Testing + Post-Certification Supervision, choose one of the two.
4. Certification units are divided into the following:

Initial Factory Inspection for CQC Certification
01 Inspection Content
Factory inspection includes quality system review and product consistency checks. It should cover all products and processing locations for which certification is being applied.
The fundamental principles of factory inspection are: centered around certified technical requirements, with a basic inspection route of design and research, procurement, production, incoming inspection, and process inspection. Focus is on key processes and inspection stages, confirming on-site the consistency of critical raw materials/components/components that affect product certification technical standards, and verifying the factory's production capacity (production equipment, testing equipment, etc., as well as personnel capabilities).
Quality System Audit
In accordance with CQC/F 001-2009 "Requirements for Quality Assurance Capability of Factories with CQC Mark Certification" and Table 2 "Quality Control and Inspection Requirements for Safety Certification of Portable Mobile Power Supply Factories."
02 Product Consistency Inspection
Inspect the consistency of the certified product with the product description and test reports on the production site. Focus on the following aspects.
The identification of certified products should match the information stated on the type test report.
(2) The structure of the certified product should match that described in the type test report.
(3) The critical components, components, or raw materials used in the certified products should be consistent with the type test report and product description.
(4) At least one model should be sampled for consistency inspection. During the factory inspection, on-site witnessing tests can be conducted for product safety performance.
CQC Testing
At the initial factory inspection, the factory must ensure that the products applying for certification are in a production state for scheduling tests.
Initial Factory Inspection Time by CQC
Generally, an initial factory inspection is conducted after the product passes inspection. In cases where necessary, product inspection and factory inspection can be carried out simultaneously. The factory inspection should, in principle, be completed within one year after the product inspection, otherwise, a re-inspection of the product is required. During the initial factory inspection, the factory should produce products within the scope of the certification application. The number of person-days for the initial factory inspection is listed in Table 3.

If the same product has already obtained a voluntary certificate issued by CQC, the number of inspector days can be reduced, which may be reduced by 1 person day, depending on the situation.
Q: What are the issues related to CQC certification certificates?
Application for Change of CQC Certificate
When the content of the certificate changes, or when there are modifications in the energy-saving design, structural parameters, appearance, or key raw materials/components/components, the certificate holder should apply to CQC. At that time, CQC evaluates the changes based on the provided information and, if necessary, sends samples for testing and inspection. Upon passing the inspection or verification of the documents, changes that meet the requirements are approved. If the content of the certificate has changed, a new certificate is issued; the certificate number and approval validity date remain unchanged.

CQC Certified Unit Expanded Product Coverage
When a certificate holder needs to increase product certification for products within the same certification unit as the certified products, an application (new application or change application) should be submitted. CQC will verify the consistency of the expanded product with the certified product, confirm the validity of the certification result for the expanded product, conduct supplementary inspections for the differences in the expanded product, and arrange on-site factory inspections as necessary. After evaluation, new certificates or replacement certificates will be issued as required.

Suspension, revocation, and cancellation of certification certificates
The use of certificates shall comply with the regulations set forth by CQC regarding certificate management. In the event that the certificate holder violates the relevant provisions of the certification or the certified product fails to meet the certification requirements, CQC will take appropriate measures, such as suspension, revocation, or cancellation of the certification certificate, in accordance with the relevant regulations. During the suspension period, if the certificate holder needs to reinstate the certification certificate, they must apply for reinstatement to CQC within the specified suspension period. CQC will handle the reinstatement in accordance with the relevant regulations. Otherwise, CQC will revoke or cancel the suspended certification certificate.
04 Use of CQC Product Certification Mark
Certified products are permitted to use the following certification marks:No变形marks are permitted.
05 CQC Application Methods and Positions
If the mark is applied, the certificate holder shall use the certification mark in accordance with the provisions of the "CQC Mark Management Measures." The certification mark may be applied on the product itself, label, instruction manual, or packaging.

CQC Statement of Certification Applicant
Our organization guarantees that the product information and key raw materials/components/components/components (controlled components) in this product description are consistent with the product information of the certified application. If, after certification, product information that does not affect design specification needs to be changed, or if key raw materials/components/components/components (controlled components) require modification, our organization will submit a change application to CQC. The product will only be altered upon CQC approval, to ensure that the specification remains in compliance with certification requirements throughout the validity period of the certification certificate.
