This contingency plan applies to emergency response efforts for sudden environmental incidents occurring within our city or those occurring outside the city but having a significant impact on us, necessitating urgent measures. Sudden environmental incidents refer to events caused by factors such as pollutant emissions, natural disasters, or industrial accidents, leading to the sudden release of pollutants or radioactive materials, threatening public health and property safety, causing ecological damage, or having a major social impact, and requiring immediate action. These primarily include sudden environmental pollution incidents such as air, water, and soil pollution, as well as radiation pollution events.
