(Advisory Opinion)
One. Animal Husbandry and Processing of Agricultural Products: Large-scale livestock and poultry farms (with annual output of more than 5,000 pigs; involving environmentally sensitive areas); slaughterhouses at county level and above (including county-level), with cold storage and chemical refrigerants; sugar and sugar product processing (raw sugar production).
Section II: Alcoholic Beverages and Distilled Products Manufacturing; Cigarette Production.
Section 3: Textile and Apparel Industry: Textile manufacturing (including wool scouring, dyeing and finishing, and de-sizing processes, generating silk reeling wastewater and refined wastewater); Apparel manufacturing (with wet printing, dyeing, and washing processes).
Four: Leather, fur, feathers, and their products, as well as footwear industry: Leather, fur, and feather (down) products (tanning, fur dressing); footwear industry (using organic solvents, foaming agents, and other chemicals).
V. Pulp, Paper Products, Printing Industry: Manufacturing of pulp, dissolving pulp, fiber pulp, etc.; Papermaking (including waste paper papermaking), manufacturing of paper products (with chemical treatment processes); Printing plants (excluding those using water-based inks).
Six. Petroleum Processing and Coke Production: Processing, natural gas processing; oil shale extraction, coal-to-oil, bio-oil, and other petroleum products; coal chemical industry (including coal liquefaction and gasification); coking, coal pyrolysis.
Chemical raw materials, chemical products manufacturing, chemical fiber manufacturing: basic chemical raw materials manufacturing; pesticide manufacturing; coatings, dyes, pigments, inks, and similar products manufacturing; synthetic materials manufacturing; specialized chemicals manufacturing; pyrotechnics and fireworks manufacturing; water treatment agents manufacturing; semiconductor materials, printed circuit boards; daily chemical products manufacturing, chemical fertilizers (excluding mere mixing and packaging); chemical fiber manufacturing, biomass cellulose production; enterprises utilizing these products.
Section 8: Pharmaceutical Manufacturing - Chemical drugs, biological, and biochemical products manufacturing; traditional Chinese medicine manufacturing, processing of Chinese medicinal materials (with extraction process).
Section 9: Rubber and Plastic Products Industry: Tire manufacturing (including refining and vulcanization processes), recycled rubber manufacturing, rubber processing, rubber products manufacturing and renovation; plastic products manufacturing (including leatherette, foamed plastics, etc. involving toxic raw materials, made from recycled plastics, with electroplating or painting processes, and using 10 tons or more of oil-based paints per year, including thinners).
Ten: Non-metallic mineral products industry: cement manufacturing; glass products manufacturing heated with coal, oil, or natural gas; calcined graphite and carbon products; asbestos products; ceramic products (with glazing process).
Eleven: Iron smelting and processing, sintering, and pelletizing; steelmaking; ferroalloy production; manganese and chromium smelting; smelting of non-ferrous metals (including recycling of non-ferrous metals); manufacturing of non-ferrous metal alloys; processing and manufacturing of metal products (with electroplating or painting processes); surface treatment and heat treatment of metal products.
Twelve: Industries with electroplating or painting processes and annual consumption of oil-based paints (including thinner) of 10 tons or more: sawn timber processing, wood chip processing, wood product manufacturing, bamboo, rattan, palm, and grass product manufacturing; furniture manufacturing; craft manufacturing; general equipment manufacturing and maintenance; special equipment manufacturing and maintenance; railway transportation equipment manufacturing and repair; ship and related equipment manufacturing and maintenance; aerospace vehicle manufacturing; motorcycle and bicycle manufacturing; traffic equipment and other transportation equipment manufacturing; instruments and meters manufacturing; automotive manufacturing; electrical machinery and equipment manufacturing.
Thirteen: Comprehensive Utilization of Waste Resources: Disassembly, processing, and regeneration of waste resources (including biomass), such as waste electronic and electrical products, waste batteries, waste vehicles, waste motors, waste hardware, waste plastics, waste oil, waste ships, and waste tires, for processing and regeneration.
Section 14: Electricity and Thermal Power Generation and Supply Industry: Thermal Power Generation (including Cogeneration), Comprehensive Utilization Power Generation, Hydropower Generation, Biomass Power Generation, Thermal Power Production and Supply Engineering,
Fifteenth: Water Conservancy Projects involving inter-municipal areas, inter-basin regions, and environmentally sensitive zones.
Chapter 16: Urban Infrastructure Construction and Management: Gas production and supply industry (gas production and supply engineering); Water production and supply industry (potable water production and supply engineering, centralized treatment of domestic wastewater, industrial wastewater treatment); Urban household waste (including kitchen waste) centralized disposal.
Seventeen: Utilization and disposal of hazardous waste (including medical waste); disposal and comprehensive utilization of general industrial solid waste (including sludge).
Section 18: Coal Preparation Industry: Coal washing and blending; shaped coal and coal-water slurry production.
Chapter 19: Oil and Natural Gas Extraction: Petroleum and shale oil extraction; natural gas, shale gas, and sandstone gas extraction (including purification and liquefaction); coalbed methane extraction (including purification and liquefaction).
Twenty: Mining and Beneficiation of: Black (Non-ferrous) Metal Ores (including standalone tailings ponds); Chemical Ores; Asbestos and Other Non-Metallic Ores.
Twenty-one: Transportation industry, pipeline transportation, and warehousing: Class A highways (Level 2 and above); railways, airports; fuel supply projects; oil, gas, liquid chemical terminals, container dedicated terminals; oil, natural gas, shale gas, refined oil pipelines (excluding urban natural gas pipelines); chemical transmission pipelines; oil depots, gas depots (including LNG storage); storage and transportation of toxic, hazardous, and dangerous goods.
Twenty-two, Social Affairs and Service Industry: Dedicated laboratories (P3, P4 biosecurity laboratories; genetically modified organism laboratories); R&D bases (including pilot projects in pharmaceuticals, chemicals, etc.); Provincial-level and above chemical, pharmaceutical, and biological laboratories with functions of testing, analysis, and detection; Facilities of level two or above (potentially significantly impacting sensitive environmental areas in case of sudden environmental incidents); Film processing plants; Gasoline and gas stations; Waste soil disposal sites approved by the county (district) environmental protection department.
Twenty-three: Construction projects or enterprises that require the preparation and filing of an emergency response plan for sudden environmental incidents as part of the environmental impact assessment document.

X. Non-metallic Mineral Products Industry: Cement manufacturing; glass products manufacturing heated by coal, oil, and natural gas; calcined graphite, carbon products; asbestos products; ceramic products (with glazing processes). Comprehensive Utilization of Waste Resources Industry: Disassembly, processing, and recycling of waste resources (including biomass); processing and recycling of waste electronic and electrical products, waste batteries, waste vehicles, waste motors, waste hardware, waste plastics, waste oil, waste ships, waste tires, etc. XIV. Electricity, Heat Production and Supply Industry: Thermal power generation (including cogeneration), comprehensive utilization power generation, hydropower generation, biomass power generation, heat production and supply engineering. XV. Water Conservancy: Water conservancy projects across city districts, across river basins, involving environmentally sensitive areas. XVI. Urban Infrastructure Construction and Management: Gas production and supply industry (coal gas production and supply engineering); water production and supply industry (tap water production and supply engineering, centralized treatment of domestic wastewater, industrial wastewater treatment); urban domestic waste (including kitchen waste) centralized disposal. XVII. Environmental Management Industry: Utilization and disposal of hazardous waste (including medical waste); disposal and comprehensive utilization of general industrial solid waste (including sludge). XVIII. Coal Washing Industry: Coal washing, blending coal; briquetting, water coal slurry production. XIX. Petroleum and Natural Gas Extraction Industry: Petroleum, shale oil extraction; natural gas, shale gas, sandstone gas extraction (including purification and liquefaction); coalbed methane extraction (including purification and liquefaction). XX. Mining and Processing Industry: Black (non-ferrous) metal ore mining and processing (including separate tailings reservoirs); chemical ore mining and processing; asbestos and other non-metallic ore mining and processing. XXI. Transportation Industry, Pipeline Transportation Industry, and Storage Industry: Grade highway (second grade and above); railway, airport; oil supply engineering; oil and gas, liquid chemical wharves, container specialized wharves; oil, natural gas, shale gas, refined oil pipelines (excluding urban natural gas pipelines); chemical product transportation pipelines; oil storage, gas storage (including LNG storage); toxic, harmful, and hazardous goods warehousing and transportation. XXII. Social and Service Industry: Specialized laboratories (P3, P4 biosafety laboratories; genetically modified organism laboratories); research and development bases (including pharmaceutical, chemical, and other pilot content); chemical, pharmaceutical, and biological provincial key laboratories with testing, analysis, and detection functions; level two and above (those that may have a significant impact on environmentally sensitive areas in the event of a sudden environmental incident); film processing plants; gas stations, liquefied gas stations; county (district) environmental protection department approved waste soil disposal sites. XXIII. Construction projects or enterprises that require the preparation and filing of an emergency response plan for sudden environmental incidents and environmental impact assessment documents.
