RCM Certification Precautions

1. The RCM logo must be uniformly added to the products by then; note that this requirement was announced by Australia on April 19, 2013.

2. For RCM safety certification of plug-in type adapters, random testing of the plugs must be conducted.

3. Tube products: Such as T8 LED tubes, fluorescent tubes pose a higher safety risk due to direct replacement by users, and samples need to be sent to Australia for assessment.

RCM Certification Fees and Timeline

The RMC certification fee structure involves an additional 6000 yuan on top of the C-Tick certification cost (approximately 1500-3000 yuan for the C-Tick certification, which does not include the registration; the registration fee adds another 6000 yuan on top of the original cost. It is recommended that registered clients handle the registration themselves in Australia, which is very convenient), with a processing period of 3 weeks.

RCM Certification Requirements

1. The new regulations will go into effect on March 1st.

2. The SAA certification and C-Tick certification will be phased out and replaced by RCM certification, which covers safety regulations and EMC (C-Tick may still apply to some low-power wireless products).

3. All electronic products will be categorized into three classes: High, Medium, and Low Risk. We do not have detailed classification criteria, but generally, products powered by batteries and with voltages below 12V are considered Low Risk, products with the standard 240V voltage are Medium Risk, and high-voltage products are High Risk. The buffer period for Low Risk products is 6 months, while for Medium and High Risk products, it is 3 years (this period is recommended by Australian relevant associations, but has not been finally confirmed in specific regulations).

4. RCM certification can only be applied for by local Australian companies, which must apply for an RCM number in Australia. Chinese manufacturers and exporters can apply for IEC or AS/NZS reports in their own name, but these reports must be submitted by the Australian importer to apply for RCM. The registration fee is AUD 75 per product per trademark per year (for illustration, if an Australian company owns two trademarks: A and B, and imports an identical batch of products from China, half branded with A and the other half with B, this means a registration fee of AUD 150 per year).

RCM Certification Application Process

1. Third-party laboratories evaluate products and determine the applicable testing standards.

2. Should any non-compliance issues arise during testing, the laboratory will make necessary modifications to the product to meet and exceed Australian standards requirements.

3. Passed the test and issued a test report.

4. Submit the test report to the Australian certification authority for document review.

5. Australia's approval granted, issuance of RCM certificate.

6. Customers may register their website on the Australian platform independently or have it done by a laboratory.
