Products within the scope of 3C Certification must obtain the certification to be sold in the Chinese market, while those not within the scope do not require it. Specific procedures for obtaining the 3C certification:
1: Application受理
Upon receiving a qualified application, CQC issues an acceptance notice to the applicant, instructing them to submit or send relevant documents and information. The application phase transitions to the acceptance phase. Concurrently, CQC sends information regarding fees and notifications. The applicant shall provide the required materials to CQC as instructed.
2: Document Review
During the document review stage, the product certification engineer must divide the application into units. After unit division, if sample testing is required, the product certification engineer sends a sample submission notice and the corresponding payment notice to the applicant. Additionally, the applicant is notified to send a sample receipt notice to the respective testing institution.
3: Sample Receipt
Samples are directly sent by the applicant to the testing institution. The testing institution receives and inspects the samples, fills out a sample acceptance report, and issues a sample correction notice for不合格 samples, which must be rectified before another sample acceptance report is filled out. After sample acceptance, the testing institution completes the sample testing progress form and submits it to CQC. Upon receiving the sample testing progress, CQC, upon confirmation that the applicant's related fees have been paid in full, issues an official acceptance notice to the applicant and a testing task document to the testing institution, marking the official start of the sample testing.
4: Sample Testing
During the sample testing process, applicants should make corrections according to the Sample Testing Rectification Notice for any items found to be non-compliant. Upon completion of the sample testing, the testing institution will fill out the Sample Testing Result Notice. The testing institution will also transmit the test report and other documents to CQC.
5: Factory Audit
For applications requiring factory inspections, the Inspection Department organizes the factory audit.
6: Compliance Assessment
The product certification engineer collects and organizes the results from each stage and conducts an initial evaluation. The qualified assessment personnel then conduct a re-evaluation of these results.
7: Certificate Approval

The applicant prints the certificate collection slip and can pick up the certificate in person or request it to be mailed.
