(1) Implement a technical management system with a general responsible person for project organization and management on construction sites. Demand strict scientific attitude and earnest work style from oneself, establish a normal technical order, and focus the key of technical management on specific technical tasks such as improving the quality of construction, shortening the construction period, and enhancing economic benefits.

(2) Establish and improve technical responsibility systems at all levels, correctly delineate the authority of technical management at each level, ensuring that every engineer has a specific role, is responsible, and has the corresponding authority and responsibility. This will fully leverage the enthusiasm and creativity of each engineer, contributing to the construction of the project as intended.

(3) Establish a review system for construction organization design and construction plans. Before the project commences, submit the approved construction organization design of the unit project to the supervisor engineer for review. For major or critical sections of the construction, as well as the use of new technologies and materials, propose specific construction plans, technical assurance measures, and tests for new technologies and materials one week in advance, and submit the certification materials for approval by the supervisor engineer. Establish a strict reward and punishment system: Prior to and during construction, the project manager organizes relevant personnel to formulate detailed regulations and reward and punishment measures in accordance with the company's provisions, particularly those ensuring the quality of the project.
