The parking fee is no longer the income of the parking lot. One of the most direct provisions is that investors in the construction of new above-ground public parking buildings or underground public parking spaces exceeding 200 (inclusive) can be allocated a certain proportion of trade area. This signifies that only with a sufficient scale, additional commercial facilities such as vehicle washing and repair can be included, thereby increasing the investors' income."
Additionally, in certain cities, businesses investing in machinery and equipment processing can transfer or mortgage the entire ownership of public parking lots after obtaining approval. (Partial transfers or sales are not permitted.) This policy significantly enhances the utilization efficiency of funds for high-investment machinery and equipment processing, leading to increased demand for parking spaces in prime locations. Other supportive measures include providing financial subsidies and tax incentives, allowing self-set pricing of parking fees, and the possibility to set up advertising spaces, thus reducing investment costs and increasing investors' income sources.
