    On the construction site, electricians and welders must be certified to work, ensuring construction safety. Maintenance personnel improperly connected electrical wires in the storage area, nearly causing a serious electric shock incident.
    4. The maintenance party, having only completed the inventory procedure but not obtained the restricted space work permit or the temporary electrical power permit,擅自 entered the tank for construction, severely violating the oil storage HSE management regulations.
    5. During the filling operation, there was no one on-site to supervise the tank externally, and there was no safety personnel overseeing the scene. Rectification measures:

    3. Re-examine each personnel entering for repair and keep copies of their ID cards for record-keeping.
    4. Verify the relevant technical qualifications of maintenance personnel; those who do not meet the requirements are prohibited from participating in maintenance work.
    5. Signed a "Safety Commitment Agreement" with the maintenance personnel.
    6. The manufacturer must provide a mature "Floating Deck Maintenance Construction Technical Plan for Oil Tanks" along with detailed safety measures, and submit it for approval to the company's Safety and Environmental Protection Department.
    7. Tank entry maintenance work and temporary electrical power usage require the prior submission of the "Confined Space Work Permit" and the "Temporary Electrical Power Usage Permit." After approval and the implementation of specific safety precautions, the work may proceed.
    8. Prior to entry, the maintenance party must use an explosion-proof gas detector to test the gas concentration inside the tank, focusing on the following two main aspects:
    Flammable Gas Concentration: Entry into the tank for electrical operations is permitted only when the concentration meets the specified limit (2% lower limit for alkanes).
    ② Oxygen Concentration: Only when the concentration is above 18%, can individuals enter the tank for work. It is required to: check the concentration every half hour, rotate personnel entering the tank every half hour, have a dedicated supervisor outside the tank, and immediately report and handle any abnormal situations. Additionally, a safety supervisor from the warehouse must be present at each construction site; entry into the tank is prohibited without the supervisor's presence.
    9. Kufang and the factory have signed the "Internal Floating Roof Tank Maintenance Construction Safety Agreement," specifically defining the safety responsibilities and obligations of both parties.
