Chemical hazardous materials come in a wide variety with varying degrees of danger. Below, I'll briefly introduce the import process for hazardous chemicals:
Preparation for Hazardous Goods Import
1. Overseas products are labeled in Chinese, which must be created according to the requirements of the Inspection and Quarantine Bureau. These labels are highly regulated, needing to include hazardous information, costs, GHS markings, and descriptions. Our company can assist in creating the Chinese labels. Communication and confirmation with our company regarding the Chinese labels for hazardous chemical imports are mandatory.
2. A Chinese version of the MSDS, which must comply with the requirements of the Inspection and Quarantine Bureau. The MSDS is divided into 16 major sections, including manufacturer information, ingredient content, physical and chemical properties, hazard statements, and various measures – none of which can be missing.
3. Other required documents vary based on the HS classification of the hazardous goods. Some may require filing for inspections, while others need import permits, etc. Shanghai Yifeliantong will assist with the early review of documents to prevent clearance issues upon arrival.
The hazardous nature of the goods necessitates stricter documentation requirements compared to general products, and requires a more experienced customs clearance team throughout the entire import process, ensuring a smoother importation of your hazardous goods.

The "Chemical Products Center" project, a collaborative effort between Shanghai Inspection and Quarantine Bureau, Jinshan District of Shanghai, and Shanghai Chemical Industrial Park Administration, has undergone three years of construction. Phase one was officially put into use in mid-May this year, and the construction of phase two has already commenced. Upon completion, it will serve as an integrated platform encompassing international rule research, inspection and testing services, consulting, training, and scientific popularization, as well as providing technical support and assurance for establishing a "Demonstration Area for Import and Export Chemical Product Quality" in the Jinshan region.
With the rapid development of the national economy and logistics industry, as well as the continuous improvement of the level of modernization in production and living standards, the demand and volume of dangerous goods transportation for import and export have been growing year by year. According to relevant data, the annual road transportation of dangerous goods in our country is about 200 million tons, with several tens of thousands of tons being highly flammable and explosive oil products reaching 100 million tons.

For importing chemical products, it is essential to find an import/export company to handle the operations.
As per the joint announcement by the General Administration of Quality Supervision, Inspection, and Quarantine, as of February 1st, 41 types of hazardous chemicals including naphthalene, acetaldehyde, and painkillers, as well as 4 types of composite rubber products have been added to the import/export inspection and quarantine list. Being included in this list signifies a significant change in the import/export process for these products. Companies are required to submit classification identification reports, hazard warning labels, and data sheets to the inspection and quarantine department, and upon passing inspection, the products will be cleared. The inspection and quarantine department reminds relevant hazardous chemical producers and import/export agents to proactively report to the inspection and quarantine bureau and stay informed about relevant policies to avoid product backlog and port delays, which may lead to unnecessary economic losses. The quarantine bureau also advises relevant import/export companies to communicate promptly with the inspection and quarantine department to understand new inspection and quarantine information, conduct classification and identification of hazardous chemicals and their dangerous characteristics, revise product labels, and update technical documents such as data sheets to ensure smooth customs clearance after policy adjustments.
