Next, let's discuss what documents are required for battery exports?
As development progresses, an increasing number of Chinese products are venturing out and facing the world. Ocean shipping is one of the pathways for Chinese products, manufactured or created in China, to reach the global market. In recent years, a growing number of batteries have been exported from China to various parts of the world. However, batteries fall under strict export controls by both domestic and international customs. Many clients are unaware of the necessary documentation, forms, and procedures required for battery ocean shipping exports. What should they be aware of?
I. Documentation Required for Battery Ocean Shipping Export Shipment
1. Bill of Lading
2. Entry and Exit Packaging Performance Inspection Certificate (copy) and Entry and Exit Hazardous Materials Transport Packaging Usage Form (original)
3. Chemical Safety Data Sheets (MSDS)
4. Customs Declaration, Power of Attorney for Customs Declaration, Contract, Application for Inspection and Quarantine, Packing List, Exit Goods Clearance Certificate
Section 2: Battery Ocean Shipping Requirements
Batteries must comply with UN 38.3 testing requirements and undergo a 1.2-meter drop packaging test.
All outer packaging must be labeled with 9 categories of labels, indicating the UN number.
3. The design ensures prevention of cracking under normal transportation conditions, and is equipped with effective measures to prevent external short-circuits and protection for the electrical components.
4. Robust outer packaging; batteries must be protected against short circuits and must be prevented from contacting conductive materials that could cause short circuits within the same package.
5. Additional requirements for shipping batteries installed in equipment:
① Equipment should be secured to prevent movement within the packaging, and the packaging method should prevent accidental activation during transportation.
② The outer packaging should be capable of, or achieve through the use of an inner lining (such as a plastic bag), unless the inherent characteristics of the equipment's construction already possess the required properties.
6. Lithium-ion batteries should be loaded on pallets to prevent strong vibrations during handling. Corner protectors should be used on all vertical and horizontal edges of the pallet.
7. Lithium-ion batteries must be secured within the container; the method and strength of securing should comply with the requirements of the importing country.
In the U.S., there are organizations such as the Association of American Railroads, the U.S. Association, the North American Transportation Commission, the Federal Motor Carrier Safety Administration, the U.S. Coast Guard, and the U.S. Department of Transportation's regulations on 9th type cargo containers and the "Maritime Transportation Regulations." If the shipper fails to secure or improperly secures the cargo, it may be detained at the port of destination, resulting in additional costs such as pier operation fees, storage fees, repositioning fees, and resecuring charges.
8. For exports to North America, 9-category labels must be affixed to the designated positions around the container.
Lithium-ion batteries are classified under Category 9, which falls into two main categories: Lithium metal batteries and Lithium-ion batteries.Single-use Battery, used in timers, computer or device motherboards, etc.Lithium-ion Battery, a rechargeable battery that can be discharged and recharged multiple times; used in mobile phones, laptops, power tools, hoverboards, lawnmowers, electric vehicles, and energy storage systems.
Lithium-ion batteries comply with the Sixth revised edition of "Recommendations on the Transport of Dangerous Goods--Manual of Tests and Criteria," specifically the testing of Section 38.3 and criteria (referred to as UN38.3 standard), which is generally conducted by third-party institutions in China and documented accordingly.
2. Air transportation requires an effective certificate issued by an institution registered with the Civil Aviation Administration.
3. Some products require declarations before shipment.
4. Certain lithium battery products must comply with the specified II Class (UN PG II) packaging.
5. Lithium-ion batteries entering or exiting also need to comply with existing regulations, such as EU ADR 2017, U.S. 49 CFR
6. Label the packaging of lithium batteries and their respective application products with corresponding labels.

Note: Customs clearance will be conducted based on the above documents, as well as the shipment declaration and packing lists.
Export packaging is available in two methods:
1. Shippers are responsible for delivering the goods to the warehouse for loading. The shipment must be delivered to the freight forwarder's designated warehouse within 3 days prior to the vessel's departure.
2. At the factory, the shipper must prepare the goods in advance. After loading, be sure to affix a large hazardous material sign around the container. If the contents could contaminate the ocean upon leakage, an ocean pollution mark must also be applied. Take photographs as evidence at the same time.
