I. Product Overview
In accordance with the "Notice on Further Strengthening the File Management of Rural Cooperative Financial Institutions in Guangdong Province" issued by the Provincial Rural Credit Union Federation (Guangdong Rural Credit Union Federation Office Document No. [ ]),2016〕240Paragraph No. (X) requires that we further enhance the management of the primary credit archives, promote the institutionalization of the management of primary credit business archives, and scientifically manage the primary credit business archives. We are committed to advancing the informatization and centralized management of primary archives at Guangdong Heyuan Rural Commercial Bank Co., Ltd. (hereinafter referred to as "our bank"). This department plans to deploy primary archive management software on top of the existing credit secondary archive management software. We will implement informatized management of primary archives, establish management systems and archive circulation approval processes through the software, achieving digitization of archive media, systematization of the archive management system, and informatization of archive queries. This will enhance the security of primary archives, save management costs, and meet the credit management goal of "compliance-based operation and strict credit control." In line with our bank's实际情况, a special work plan is hereby formulated.
Section II: Definition of Prime Credit File Documentation
First-tier credit file materials include: evidence of collateral rights used for credit collateralization/Real Estate Registration Certificate, Real Property Ownership Certificate/Real estate certificate, land use permit, property insurance policy, bank deposit slip, warehouse receipt, stock/Stock certificates, securities, bank acceptance drafts, discounted bills, and all other proof documents of collateral, ownership certificates of debt assets (applicable to situations of asset redemption for debt), loan债权certificates, overdue loan collection notices, loan litigation documents, and any other documents deemed equivalent to first-level档案 management by the bank.
III. Promotion of centralized management and informationization of first-class credit file
Deploy a standalone document management software, configuring the system interface, ledger reports, work order processes, etc., according to the first-level document management requirements. The document system can also adapt flexibly to any changes in management needs such as approval processes in the future. Purchase scanners and other equipment to set up a scanning production line, efficiently completing the scanning and uploading tasks. The Operations Management Department independently manages the system, establishes a weekly plan for the transfer of first-level documents among various institutions, and aims to complete the scanning and uploading of existing first-level documents within three months.
To enhance operational efficiency, during the system launch phase, a dedicated office should be established for receiving scanned first-level documents, equipped with surveillance devices. Six, Implementation and Organization: Establish a Leadership Group for Promotion.
To ensure the smooth implementation of the centralized information management of first-class files, clarify work tasks, and fulfill responsibilities, the headquarters has established a promotion work leading group. This group is headed by the分管领导 (Division Leader), and includes members from the Operations Management Department, Office, Risk Management Department, Legal Compliance Department, Technology Center, Corporate Business Department, Microfinance Department, and other departments.ALeadership group composed of branch-level managers. The office of the leadership group is located within the Operations Management Department, and is headed by the General Manager of Operations Management as the Office Director.
