Cluster registration refers to the practice where multiple limited liability companies register their place of business at the address of a single enterprise's registered office, with the latter providing a place of business hosting service, forming a registered cluster of enterprises. The term "hosted enterprise" in this method refers to the company that provides place of business hosting services to multiple limited liability companies. The term "clustered enterprise" refers to the limited liability companies that receive place of business hosting services from the host company.
The residence trust service referred to in this method is the provision of residence by the entrusted enterprise for cluster enterprises, and the agency for receiving and sending official documents, letters, mail, and other communication activities of the cluster enterprises. The custodian company provides business agency services to cluster enterprises, including accommodation agency, delivery of legal documents, proxy accounting, proxy reporting of annual business registration, tax reporting, internet finance support, third-party credit guarantees, etc. It also constructs an information website for cluster registration and custody, publicly displays its own and cluster enterprise lists along with their registration and filing information, and electronic business license marks, while coordinating with administrative departments for supervision and management.

E-commerce cluster registration is another pioneering reform measure in Dongguan, following the issuance of the nation's first electronic business license in the reform of the business registration system. It has achieved zero threshold and one-stop service for e-commerce companies to obtain business licenses. As a pilot, the Dongguan Songshan Lake National High-Tech Industrial Development Zone has seen 119 companies apply for cluster registration, with 55 having been officially established. Additionally, it has achieved full electronic processing of business licenses, and in the future, it will gradually implement the unified handling of "four certificates" including the business license, tax registration certificate, and organization code certificate, offering advantages unattainable by traditional registration methods.
