Completion and acceptance refers to the process after the construction project is completed.

The process of obtaining the completion and qualification documents, data, and proof, where the investment authorities, along with departments such as construction, design, construction, equipment supply, and quality supervision of construction projects, inspect whether the project meets the planning and design requirements and the quality of construction and equipment installation.

Completion and acceptance of the project is a crucial step in evaluating the construction work, ensuring compliance with design requirements and the quality of construction. It plays a significant role in promoting the timely operation of construction projects (engineering), realizing the investment effects, and summarizing construction experience.

It should be noted that the final acceptance is based on phased acceptance. Generally, projects that have already been accepted in the earlier stages are not re-inspected during the final acceptance of the building.

Inspection Object

All new, expanded, or reconstructed capital construction projects (projects) and technical transformation projects, upon completion according to the approved design documents and meeting the acceptance standards, must be promptly organized for acceptance and the procedures for transferring fixed assets must be handled.

Acceptance Criteria

The basis for the completion and acceptance of the project can be summarized in the following nine points:

(1) Various documents approved for this project by the superior competent authority;

(2) Feasibility study report, preliminary design documents, and approval documents

(3) Construction drawing design files and records of design change consultations

(4) Various national standards and current construction quality acceptance specifications.

(5) Engineering Contract Documents

(6) Technical Equipment Instructions

(7) Other provisions regarding the completion and acceptance of engineering projects

(8) Projects involving the introduction of new technologies and complete sets of equipment from abroad, as well as joint venture construction projects with Chinese and foreign participation, must be inspected and accepted according to the signed contracts and design documents provided by the importing country.

(9) Construction projects utilizing loans from international financial institutions such as the World Bank should prepare the "Project Completion Report" in accordance with World Bank regulations, on time.


Acceptance Conditions

Upon receipt of the construction completion report submitted by the construction unit and upon meeting the following conditions, the unit responsible for the project can organize the relevant personnel from surveying, design, construction, and supervision units for the final acceptance inspection:

1. All engineering design and contractual obligations have been completed.

2. The construction unit has inspected the quality of the completed project, confirming that it complies with relevant laws, regulations, and mandatory construction standards, as well as the design documents and contract requirements. An engineering completion report has been submitted. This report must be reviewed and signed by the Chief Supervisor Engineer (for projects under entrusted supervision), the Project Manager, and relevant responsible personnel of the construction unit.

3. Complete technical files and construction management documents are available.

4. All issues ordered to be rectified by the construction administration department, the quality supervision agencies delegated by the department, and other relevant authorities have been fully addressed.

5. For projects with entrusted supervision, comprehensive supervision documents are available. The supervisory unit submits an engineering quality evaluation report, which must be reviewed and signed by the project supervisor and relevant responsible person of the supervisory unit. For projects without entrusted supervision, the engineering quality evaluation report is completed by the construction unit.

6. The survey and design units shall inspect the survey and design documents, as well as the design change notices issued by the design unit during the construction process, and submit a quality inspection report. This report must be reviewed and signed by the project's survey and design supervisor, along with the respective unit's responsible person.

7. Approval documents issued by departments such as Planning, Fire Prevention, and Environmental Protection.

8. Warranty Certificate for Construction Quality, signed by the construction unit and the construction party.

1. Verify if the construction has been completed according to the approved design documents, and if the auxiliary and supporting projects have been completed concurrently with the main project.

2. Verify that the engineering quality meets the relevant design specifications and construction quality acceptance standards issued by the national and Ministry of Railways.

3. Inspect the matching of engineering equipment, equipment installation, and debugging status; as well as the completion status of the contract for importing foreign equipment.

4. Review the execution of the estimated budget and the preparation of the financial completion and final accounts.

5. Check the situation of joint debugging, dynamic testing, and operational trials.

6. Verify if the facilities such as environmental protection, water conservation, labor, safety, hygiene, fire prevention, disaster prevention and safety monitoring systems, safety protection, emergency evacuation routes, and office, production, and living buildings have been constructed and qualified according to approved design documents. Check if the re-measurement by the precise measurement network is completed, and if the re-measurement results and related documents have been transferred to the equipment management unit. Ensure that tools and common materials are provided in accordance with the design specifications, and that geological disaster treatment and seismic fortification of buildings comply with regulations.

7. Verify the completion of the construction completion document preparation, ensuring the documents are complete and accurate.

8. Verify the legality of the land use right origin, the accuracy of the area, the clarity of the boundaries, and the completeness of the procedures.

Unit Project (or Specialized Project) Completion Object

Contracting construction work independently based on unit projects or specific engineering scopes, the contractor can complete the handover individually upon reaching the completion conditions. The owner shall organize the acceptance inspection according to the basis and standards of the final acceptance, in accordance with the engineering scope stipulated in the construction contract, providing flexibility to the general nature of engineering contracting. Under the current standards for dividing construction projects, a unit project is a component of a single project, with independent construction drawings. After the contractor completes the work and obtains the owner's consent, or if the original contract already specifies this, a phased acceptance can be conducted. This method of acceptance is commonly found in larger, collective, and technically complex construction projects. With China's entry into the World Trade Organization, there will be an increasing number of projects in the construction sector utilizing foreign investment or cooperation. The adoption of international practices will also become more prevalent. The practice of phased or intermediate acceptance aligns with international conventions, effectively controlling the quality of individual, sub-unit, and unit projects, ensuring the achievement of the systematic objectives of construction projects.

Inspection Procedure

Application Report

Upon completion of the project's acceptance criteria, the contractor may submit the final acceptance application report to the supervisor.

2. Inspection

Upon receiving the completion application report submitted by the contractor as required, the supervisor shall review all contents of the application report and handle them accordingly based on different situations.

3. Unit Project Acceptance

The employer may conduct the acceptance inspection of individual units before the completion of the entire project, according to the progress schedule of the contract, or when the contractor proposes and the employer agrees. Upon successful inspection, the supervisor will issue an acceptance certificate for the individual unit, signed by the employer.

4. Construction Period Operation

This refers to the fact that the contract project has not been fully completed, but certain units or components of the project or the installation of engineering equipment have been completed. According to the terms of the contract, those that need to be put into operation during the construction period must undergo acceptance by the contractor, which is deemed合格 upon proof of safety, before they can be put into operation during the construction period.

Subject to any special provisions in the contract, the contractor shall, upon issuance of the acceptance certificate for the project, organize the construction site in accordance with the requirements. The cost of clearing the site upon completion shall be borne by the contractor until the supervisor deems it satisfactory.
