High-rise fall training accidents often result in injuries from falling from heights: this is one of the common accidents. From 1986 to June 1989 in Shanghai, there were multiple fall accidents over a period of 3.5 years, involving 201 people, accounting for 24.15% of the total, ranking first among various types of accidents. Of these, 59 falls occurred in the construction industry, accounting for 29.3% of the total, ranking first, with the remaining 70.7% of falls scattered across other industries.
Rigger training operation certificate, a special operation permit required for individuals engaged in high-altitude construction, installation, maintenance, or dismantling work. This certificate is issued by the bureau and requires a review every three years and a replacement every six years.

Personnel involved in high-altitude training and specialized operations must undergo systematic safety training and pass the assessment to obtain a specialized operation certificate before they can begin work. The following activities are all considered high-altitude operations and require the acquisition of a high-altitude operation certificate.

High-altitude training for specialized operations refers to tasks that are prone to accidents, which could pose significant hazards to the safety and health of the operators, as well as to the safety of equipment and facilities. Article 27 of the "Safety Production Law" explicitly states: "Specialized operation personnel of production and business units must undergo specialized safety operation training in accordance with national regulations and obtain a specialized operation certificate before they can perform their duties." According to statistics from domestic and international sources, accidents caused by violations of operational procedures by specialized operation personnel account for about 80% of the total number of accidents in production and business units. Therefore, strengthening the technical training and assessment of specialized operation personnel is crucial for ensuring safe production.

In situations requiring elevated work involving standing on ladders for extended periods or heights, elevated forklift operations can be applied for. Prior to using a forklift for elevated work, a permit must be obtained from the safety team. With the safety team's approval and their presence on-site, the operator must stand inside the cage, with no more than two people allowed. The cage must be securely fastened to the forks, and a safety harness must be worn before operation.
