Standard multimeters can only measure AC voltage at 50Hz and the average DC voltage. Directly measuring the average voltage using a standard multimeter across a rectifier bridge results in a higher reading due to the pulsating components. Adding a load pulls down the excess pulsating components. The pulsating high voltage in AC is 1.414 times the RMS value.
