    What are the conditions for full-truckload rail transportation with Ningbo freight companies, and what are the conditions for handling full-truckload transportation?

    All shipments that require transport by one or more trucks due to their weight, nature, volume, or shape are handled under full truckload conditions.

    (2) Full vehicle disassembly, in-transit operations, and on-site handling

    When the shipper has insufficient cargo to fill a full truckload for a single destination and is unable to handle it as a loose shipment, they may request to combine two or no more than three shipments from the same route into one truckload for consolidated unloading.

    When the loading or unloading location of a truck is not at a public loading and unloading facility, but along the railway between the boundaries of two adjacent stations, it is referred to as intermediate operation.

    Loading and unloading sites must not cross the boundaries of two stations or exceed the station limits beyond the loading site. This type of transportation is known as "in-station limit handling."

    整车 shipments and in-transit operations are restricted to goods transported as整车. Hazardous materials are not eligible for on-site handling and in-transit operations. If the shipper requires in-transit operations and on-site handling, it must be noted on the monthly train requirement plan (railway transportation service order), and only after railway approval can such operations be conducted.


    (H) Hazardous Goods and Fresh Commodities Transportation


    Ningbo freight companies must adhere to specific conditions for full-train rail transportation of hazardous goods, which possess properties such as flammability, explosiveness, corrosion, toxicity, and radioactivity, and can cause personal injury and property damage during transportation. Such items are classified as hazardous materials. The names, packaging, markings, transportation restrictions, shipping procedures, and loading/unloading requirements for hazardous goods are all specified in the "Regulations for the Transportation of Hazardous Goods by Rail."

    Fresh goods are categorized into two main types: perishable goods (such as meat, fish, eggs, fruits, vegetables, and fresh plants) and live animals (including poultry, livestock, beasts, bees, live fish, and fish fry).

    Perishable goods are categorized based on their thermal status, including frozen, cooled, and uncooled items. Perishables must not be transported together with non-perishables, and goods of different thermal statuses must not be transported together in the same batch. Shippers transporting frozen or cooled perishables should use refrigerated vehicles. When shipping perishables with refrigerated vehicles, the shipping document must indicate "Refrigeration During Transport," "Add Ice," or "No Ice Added."

    When shipping live plants or animals that require watering en route, the shipper must send an escort and note the name of the watering station on the shipment bill. The carrier will provide water, while the watering equipment must be provided by the shipper or the escort.

    Bees are not unloaded or transferred to a new station during transit.

    (4) Limited货物运输

    After loading, any part of the cargo that exceeds the height or width limits of railway locomotives, wagons, or specific loading restrictions in certain sections is referred to as "limited cargo." Although not restricted when stationary on straight tracks, during movement through curves with a radius of 300 meters, the inner or outer width that remains limited is also classified as "limited cargo." Limited cargo is categorized into first, second, and grade limits based on the extent of the limitation.

    Shippers must submit the cargo waybill to the station and also provide three-dimensional views of the cargo loading (end view, side view, and perspective view), accurately indicating the position and dimensions of each item to determine the loading plan and restricted grade.

    (Five) Quantity, weight carrying conditions, truck load capacity

    1. Full truckload cargo is carried by piece count and weight, but the following goods are only carried by weight without piece count.

    (1) Loose bulk cargo;

    (2) A batch of goods with the same specification (three or fewer different specifications are considered the same) exceeds 2,000 pieces, and a batch with different specifications exceeds 1,600 pieces.

    Some goods, such as daily necessities, stationery, televisions, flour, medical equipment, and glass instruments, weigh an average of over 10 kilograms per item. Shippers should hand over the items to the station by count, and carriers should transport them by weight. If such goods are shipped together with other items in a single batch, they should be handled according to the conditions specified in the preceding clause.

    2. The load capacity of trucks must not exceed the allowable weight limit of the trucks. The allowable weight limit for trucks is:

    (1) Truck's gross vehicle weight rating

    (2) In cases where the net weight of goods plus packaging and protective materials is difficult to calculate, or for goods that are not easily counted by mechanical loading, the additional weight is allowed to be increased by 2% based on the vehicle's stated carrying capacity.

    (3) Some trucks are permitted to carry additional load.

    Vehicles, regardless of type, can be overloaded by an additional 3 tons (equivalent to 6%) for trucks weighing 50 tons.

    The C61 and C62A open-top wagons, weighing 60 tons, can be loaded with an additional 2 tons.

    A—Flat car weighing 60 tons can carry an additional 6 tons (i.e., 10%) when loaded with military cargo.

    The G3 tank truck for transporting chemical products can be loaded with an additional 3 tons, while other tank trucks can be loaded with an extra 5 tons. Tank trucks with a standard weight of 30 tons or less can be loaded with an additional 10%.

    Vehicles marked with the word "No Overloading" (including those models and VIN numbers mentioned) are not permitted to carry additional load.

    (6) Shipper and consignee handling and transferring of goods

    Shippers should organize the loading or consignees should organize the unloading of the goods. The shipper or consignee must conduct a handover with the carrier to ensure clear responsibilities between both parties.原则上, the loading and unloading sites are the handover locations, but in special cases, both parties may agree on alternative handover locations.

    Shippers are responsible for loading the goods or consignees for unloading; the following matters are to be handed over between the origin station and the shipper, and the destination station and the consignee:

    Sealed trucks, handover by seal:

    Unsealed trucks are handed over based on the status of the doors and windows being closed, the state of the tarpaulin covering, the condition of the cargo loading, or designated markings.

    The carrier organizes the loading of the goods, and the recipient organizes the unloading at the destination. The handover matters are as specified in the previous paragraph. However, a representative must be sent to the unloading site at the destination to accompany the recipient in unpacking and unloading the goods.

    Shippers organize loading, and carriers organize unloading at the destination. If the shipper declares it on the consignment note or the consignee requests the handling of handover procedures in advance, the destination station should notify the consignee to assist with unloading prior to it. However, if the consignee does not arrive within 2 hours after the destination station's notification or if neither the shipper nor the consignee proposes handling the handover procedures, the destination station should prepare a routine record to prove the seal or the condition of the cargo wagons, with the responsibility for opening and unloading resting with the consignee.

    Shippers are responsible for organizing the loading of their goods. If discrepancies are found at the departure station that pose a risk to the safe transportation of the goods, the shipper must rectify the issues before acceptance.

    In the event of a transport hazard, the railway should make arrangements or switch loads, with the costs covered by the handling unit and borne by the responsible party.
