The Notice clearly stipulates technical requirements for access control, video, and other equipment. 1) Implement access control, video surveillance, and parameter monitoring networking, promote the installation of access control systems at monitoring stations for key polluting units, and install video surveillance systems at stations and discharge outlets, linking up with provincial and municipal environmental protection departments; ensure real-time recording of equipment operating parameters and conditions, and achieve complete traceable records of all operations. 2) Incorporate access control, video surveillance, and parameter monitoring into the installation, acceptance, and regulatory system of automatic monitoring equipment for pollution sources. 3) Clearly link the access control unit with the on-site data collection instrument, remotely controlling the access control switch via the data collection instrument; integrate the access control with video surveillance; store video data on-site using a hard disk recorder, retaining it for at least 6 months; connect the hard disk recorder to the environmental protection department's monitoring platform via a wired network. 4) Implement platform-based management of automated monitoring equipment operations, including unified registration and filing of all operation and maintenance units and personnel across the province. Administer the operation and maintenance process through a platform, achieve electronic operation and maintenance via the "Operations Management System APP," ensure full-process supervision, and maintain complete traceable records.
