Under the South Sudan Port Authority's SOUTH SUDANESE CUSTOMS AUTHORITY regulations, as of April 1, 2019, all goods transiting through Mombasa or Port Sudan and then destined for South Sudan must apply for a BESC (ECTN) electronic cargo tracking document. Failure to apply will be considered a violation of South Sudan's regulations and will result in severe penalties upon arrival.
Application Process
Step 1: Submit application documents
1. Complete the ECTN Application Form
2. Herbal Ocean Bill of Lading (DRAFT B/L COPY)
3. Commercial Invoice
4. Export Customs Declaration
Step 2: Our company issues an official payment slip
Upon receiving the aforementioned documents, our company will generate a[Invoice]Please provide the applicant with payment promptly.
Step 3: Applicant makes payment, our company prepares the herbal product
Applicant provides payment receipt. Our company issues the draft and distributes the CTN NO. upon confirmation of receipt. Applicant supplies the CTN NO. to the shipping company for the issuance of the original bill of lading.
Step 4: Applicant confirms herbal certificate and completes additional materials.
Please provide the original ocean bill of lading (B/L COPY) showing the CTN NO.
Step 5: Original certificate issued by our company
Upon material confirmation, our company issues the original certificate.
Payment and Invoicing
We currently accept payment only in RMB.
2. We issue electronic ordinary invoices with a tax rate of 1%.

Original Certificate for your information
The original certificate is in an electronic version and will be sent to the applicant's email.
Applicants must print this document or forward the attachments to the consignee at the destination port, freight forwarders, shipping companies, and others.
