In accordance with the provisions of Section 7 of AQ3009-2007 "Safety Code for Electrical Explosion Protection in Hazardous Areas" (effective as of January 1, 2008): Electrical equipment used in hazardous areas shall undergo initial and periodic inspections. These inspections must be conducted by a testing and inspection institution with professional qualifications in explosion protection.The time interval is generally no more than 3 years.The company should take corrective actions promptly based on the inspection results and file the inspection report and the rectification status with the安全生产监督管理部门.
1. The standard "AQ 3009-2007 Electrical Safety and Explosion-proof Regulations for Hazardous Areas" serves as an industrial standard in the People's Republic of China, with the preface clearly stating:Chapter 4, 5, 6, and 7 are mandatory.Absolutely must be strictly enforced. Therefore, similar safety regulations are also part of the legal regulations and must be strictly enforced mandatorily!
2. In accordance with the "Guidelines for Risk and Hazard Identification and Treatment in Hazardous Chemical Enterprises (Emergency No. 78 of 2019)," electrical equipment in explosive hazardous areas shall meet the requirements of GB 50058, and the explosion-proof grade of instruments and instrument circuits in explosive hazardous areas shall meet the explosion-proof requirements of the area. All explosion-proof electrical and instrumental equipment in explosion-proof zones are considered major safety hazards (bolded), including the 6th special clause: "6.1 According to the 'Judgment Criteria for Major Production Safety Accidents in Production and Operation Units of Chemicals and Hazardous Chemicals (Trial Implementation)', if a company has major hazards, they must be eliminated immediately. If it is impossible to ensure safety before or during the elimination process, the local emergency management department shall order the temporary shutdown or suspension of use of related facilities and equipment in accordance with the law."
Typically, in general chemical hazardous enterprises, the relevant electrical and instrument maintenance personnel lack professional explosion-proof electrical inspection qualifications and corresponding technical expertise. It is mandatory to undergo regular professional inspections every three years!
Generally speaking, as the user party, it is necessary to conduct regular safety inspections of such places for safe production, to ensure the safety of lives and property.
Because, in many actual cases, so-called explosion-proof electrical appliances do not have an explosion-proof certificate, or the certificate has expired or is counterfeit. The label does not match the explosion-proof certificate, the explosion-proof type selection is incorrect, explosion-proof electrical equipment for gases and dust are mixed, the wiring for explosion-proof electrical equipment is not installed properly, the circuit is not grounded, holes are drilled or buttons are installed on the explosion-proof housing, causing the explosion-proof device to fail. Additionally, explosion-proof electrical equipment is subject to long-term corrosion, high temperatures, and intense vibrations.
Conducting on-site explosion-proof inspections for electrical equipment in use is not only a requirement of the safety production department, but also a testament to the company's commitment to its own life and property safety.
Process for Enterprises to Apply for On-Site Explosion-Proof Electrical Equipment Inspection
1. The supplier provides the area of explosion-proof sites and the quantity of explosion-proof electrical products to ZhongNuo for evaluation and quotation.
2. Officially sign the cooperation agreement; the company provides detailed information on explosion-proof sites.
3. For on-site explosion-proof inspections, the following documents must be provided:
Area of explosion-proof site
(2) Explosive Hazard Zone Mapping
(3) Names of explosive hazardous substances within the relevant danger zones and their Material Safety Data Sheets (MSDS)
(4) Explosion-proof electrical products list, including installation area and serial number information
(5) Copies of explosion-proof electrical products' explosion-proof certification
(6) Instructions on Special Usage Conditions for Explosion-Proof Electrical Equipment
(7) Descriptive Technical Document for Intrinsically Safe Systems
(8) Installation Quality Documentation
4. Engineers conduct on-site inspections of explosion-proof electrical products and issue corrective action recommendations for non-compliant items.
5. The company is to cooperate with the rectification measures within the scheduled period according to the rectification suggestions.
6. Engineers conduct another on-site evaluation; a field inspection report will be issued upon successful completion.
7. The company provides the final inspection report to the local safety supervision department for record.
