This conference is themed "Promoting the Construction of an Open World Economy: The Mission of Social Organizations" and will coincide with the World Presidents' Roundtable, the International Economic and Trade Rules Reform Seminar, and the 14th West Lake Public Relations Forum. The conference is jointly organized by the China Association for Friendship with Foreign Countries, the International Economic and Technical Cooperation and Exchange Center of the Ministry of Industry and Information Technology, the China Association of Social Workers, and the People's Government of Hangzhou City, with the Hangzhou Public Relations Association acting as the host.

Hangzhou Vice Mayor Yao Gaoyuan, Vice President of the China Association for Friendship with Foreign Countries Li Xikui, Secretary-General and Vice President of the Chinese Social Workers Federation, and former Standing Vice Secretary of the Central Discipline Inspection Commission Zhou Hui attended the meeting and made speeches. At the meeting, Zhan Xubao, Director of the Zhejiang Provincial Postal Bureau, released the first-day cover of the 4th (2023) World Presidents Conference.
