For projects involving the demolition of two or more floors, or buildings over five meters in height, the following documents must be submitted to the local county-level construction administration department for supervision of safety procedures: 1. Qualification certificate for demolition contractors; 2. Demolition clause in the house construction contract; 3. Description and illustration of the structure, area, height, number of floors, and surrounding environment of the building to be demolished; 4. Demolition construction plan or organizational design; 5. Certificate of safety qualification issued by the construction safety supervision department to the main responsible person of the demolition contractor; 6. List of managers, project technical responsible persons, safety officers, and workers with copies of their ID cards for demolition; 7. Worker's compensation contract for accidental injuries, and the disassembly of construction site personnel from seven enterprises.
Prior to the demolition of buildings, the construction unit must apply for a construction permit for the demolition project at the county-level construction administration department of the project. Only after obtaining the demolition construction permit can activities related to the demolition project proceed: 1. Demolition of building structures, descriptions, and illustrations of area, height, floor levels, underground pipelines, and surrounding environment; 2. Signing of a general contracting agreement for demolition; 3. Compliance with safety requirements for demolition work, providing three safety supervision documents for demolition contractors in accordance with these regulations; and 4. Other documents, regulations, and the provisions of the construction administration department in the contract construction within the acceptance scope, the date for the qualification of the demolition contractor is 15 working days, excluding the review of the construction organization design for affordable housing projects or construction, to meet the conditions for demolition. A permit for the demolition of buildings must be obtained prior to the actual demolition.
