A. Export Declaration and Documentation Submission The shipper or their agent of the export goods must declare to the customs at the port of loading or exit within 24 hours before shipment. Upon declaration, the following documents should be submitted to customs: Export Declaration Form. The Export Declaration Form is the basic document for customs to regulate, inspect, tax, and compile statistics of export goods.
Currently in use are four types of export declaration forms: Standard Declaration Form (white), "Processing with Imported Materials, Compensation Trade" Declaration Form (light green), "Processing with Imported Materials for Domestic Use" Declaration Form (pink), and "Export Tax Rebate for Domestic Use" Declaration Form (yellow). These cater to different trade methods and requirements. Export License. Units with formal state approval for export operations can exempt from obtaining export licenses for goods within their scope of operation that are not subject to license management. However, for goods exceeding their scope or those required by the state to obtain export licenses, an export license or other approved document as specified by the state must be submitted to customs. Shipping Order or Waybill. The Shipping Order is a document issued by the shipping company or its agent to the shipper as proof for notifying the carrier to load the goods (for non-maritime methods, it is a Waybill). After customs inspection and clearance, the shipping order or waybill is stamped and returned to the declarant for exporting the goods. For packages with consistent contents, either in piece or bulk, submission may be waived. Export Proceeds Reconciliation Form. Provided by the management authority, this form is stamped upon completion of customs clearance procedures. The exporting unit uses it to settle and reconcile payments with the authority. Trade contracts, origin certificates, and other relevant proof may be required for inspection by customs at their discretion. B. Inspection and Clearance of Goods Customs, based on the export declaration form, conducts inspections on export goods within the customs supervision area. The declarant should send a representative to the site to oversee the opening and closing of containers and assist customs with the inspection process. Upon passing the inspection and after the declarant has completed the tax payment procedures in accordance with regulations, customs stamps the shipping order or waybill, signifying clearance and release.
