Jilin Province's registration requirements and key material considerations

The "Administrative Measures for Filing Management of Enterprises Entering Jilin Province" clearly stipulates that all enterprises engaging in construction and business activities within our province's administrative region must apply for entry filing with Jilin.

Business license includes a duplicate of the entry and establishment business license of the legal person of the company in Jilin, as well as the original and duplicate business licenses of the branch company in Jilin, and Jilin tax certificate; proof of office space; credit reference letter issued by the company's bank; tax registration certificate; etc.

Certificate of Record (Out-of-province enterprises shall comply with the national and provincial tax administration regulations, and use the Jilin Province Local Tax Bureau's construction and installation enterprise unified system to pay relevant taxes and fees)

Qualifications include a copy of the company's qualification certificate; a copy of the company's safety production license; and a certificate from the provincial construction administrative authority of the company's location stating that there have been no quality and safety accidents related to engineering projects or market violations in the past three years.

Proof of compliance with regulations, proof of no double default issues, and proof of corporate integrity; the "Application Form for Registration as a Jilin Enterprise" (Attachment 1) filled out and stamped by the legal representative of the company, along with its electronic spreadsheet.

Personal practicing certificate includes the authorization letter and ID card of the legal representative of the entity entering Jilin Province to the responsible person in our province; as well as the qualification certificate for project manager or construction engineer, and the certificate of qualification for safety production assessment.

Project Management Department members' titles or professional qualifications, on-the-job certificates, labor contracts, and social insurance proof. Establish a management database for individuals with professional qualifications and titled technical personnel participating in construction in Jilin Province.
