Mini Fire Stations, designed for early response, extinguishing small fires, and achieving "arrival within three minutes" to combat initial fires, are equipped with necessary firefighting equipment and rely on the volunteer fire teams of the affiliated units and community preventive and controlling teams. There are two types: mini fire stations at key fire safety units and community mini fire stations, which are small fire organizations established within key fire safety units and communities.

In addition to key units that are required to establish a dedicated fire brigade according to fire regulations, other key units with fire control rooms aim to extinguish early, minimize damage, and achieve "arrival within 3 minutes" to combat initial fires. They rely on the unit's volunteer fire teams, equip necessary fire fighting equipment, establish micro fire stations at key units, and actively carry out fire prevention inspections and initial fire suppression to control fires. Key units sharing a fire control room can jointly establish micro fire stations.

II. Staffing

(1) The staff for the mini fire station must consist of no fewer than 6 people.

(II) A micro fire station should have positions such as the station chief, deputy station chief, firefighters, control room staff, etc. For micro fire stations equipped with fire vehicles, a driver position should be established.

(3) The website administrator should be concurrently appointed as the person in charge of fire safety for the unit, with firefighters responsible for fire prevention inspections and initial fire extinguishing efforts.

(4) Personnel at micro fire stations should undergo pre-service training, which includes business skills for extinguishing initial fires and basic knowledge of fire prevention inspections.

Section 3: Station Equipment

(1) Miniature fire stations should have staffed quarters and equipment storage rooms, which can be shared with the fire control room; if conditions permit, they can be set up separately.

(2) Micro fire stations should be equipped with a certain number of fire extinguishers, hoses, and other fire-fighting equipment according to the needs of extinguishing initial fires; they should also be equipped with external line telephones, handheld walkie-talkies, and other communication equipment. Stations with the means can optionally be equipped with fire helmets, fire-resistant protective suits, protective boots, and demolition tools.

(3) Miniature fire stations should establish fire equipment storage points within the building and on the refuge floors. Fire equipment storage points can be set up in different areas between buildings as needed.

(4) Micro fire stations with conditions can select fire vehicles as needed.

Section 4: Job Responsibilities

(1) The site administrator is responsible for the daily management of the micro fire station, organizing the formulation of various management systems and fire extinguishing emergency plans, conducting fire prevention inspections, fire safety education, and fire extinguishing training; commanding the initial fire extinguishing efforts and evacuation of personnel. (2) Firefighters are responsible for extinguishing initial fires; familiar with the fire protection facilities of the buildings and fire extinguishing emergency plans, proficient in equipment performance and operation methods, and ensure maintenance and care; participating in daily fire prevention inspections and fire safety education. (3) The control room operator should be familiar with fire emergency response procedures, proficient in the operation of automatic fire protection facilities, and activate the emergency plan upon receiving fire situation information.

Section 5: On-Duty Coordination

(1) Micro fire stations should establish a duty system to ensure that on-duty personnel are present 24/7 and are well-prepared for emergencies.

(2) Upon receiving a fire alarm, the duty operator in the control room should promptly verify the fire situation and initiate the fire extinguishing and disposal procedures. Firefighters should respond to the scene within 3 minutes as per the "arrive within 3 minutes" requirement.

(3) Micro fire stations should be integrated into the local fire fighting and rescue joint operation system, participating in fire extinguishing and disposal work in the surrounding areas.

Section 6: Management Training

(1) The key units are the main subjects responsible for the construction and management of micro fire stations. After the micro fire stations are completed, they should report to the local public security fire department for record-keeping. (2) Micro fire stations should formulate and implement management systems for post training, team management, fire prevention inspections, on-duty coordination, and evaluation. (3) Micro fire stations should organize daily business training to continuously improve the ability to extinguish initial fires. Training includes physical training, the use of fire-fighting equipment, and personal protective equipment.
