Chapter VII: The Outline of the 14th Five-Year Plan"Commit to prioritizing the development of agriculture, rural areas, and rural revitalization," emphasizing the need to launch an action for improving rural living environment, focusing on town centers and key villages for tiered advancement in rural wastewater treatment.

The notice issued by the National Development and Reform Commission on the "Special Management Measures for Central Budgetary Investment in Pollution Control and Energy Conservation and Carbon Reduction" proposes to prioritize support for environmental infrastructure projects such as wastewater treatment and the utilization of wastewater resources in various regions.

Project Background

Current rural water pollutant emissions account for a significant portion of the national total.Over 50% of the wastewater is generated, yet the treatment rate is only 10%-20%, with a large volume of untreated wastewater discharged directly, severely impacting the local water ecological environment.

In recent years, guided by policies and supported by substantial funding, numerous rural wastewater treatment stations have been constructed across various provinces and cities.(As shown in Figure 1 and Figure 2), this centralized treatment of rural wastewater has somewhat alleviated the pressure on rural wastewater management and achieved notable results. However, it has also exposed many issues, with the most prominent being "wastewater not meeting treatment standards and non-compliant wastewater being discharged directly again." The root cause is the lack of wastewater quality monitoring in the rural wastewater treatment process. The main reasons for this gap or inadequacy are limited local government budgets and the high cost of traditional chemical analysis monitoring equipment compared to rural wastewater treatment stations. Additionally, rural wastewater is characterized by its widespread sources, dispersion, large variation in water volume, and significant regional differences, leading to a large number of treatment stations with suboptimal performance and no real construction significance.

Under policy guidance and real-world pressures, rural supervisory units urgently require a wastewater monitoring system that can achieve water quality monitoring while being relatively cost-effective for rural conditions.

Hebei Derun Hou Tian Instrument Manufacturing Co., Ltd. has been committed to the research and manufacturing of environmental protection monitoring equipment. The head of our R&D team has repeatedly conducted on-site inspections at rural domestic wastewater treatment stations, combining the actual on-site conditions. After a large number of experiments and field tests, we have developed an online monitoring system for rural domestic wastewater. 

System Composition

Rural domestic wastewater online monitoring system consists of: water quality analysis unit, water sample collection unit, data collection/Transmission Unit, Video Surveillance Unit (optional), and Central Platform (optional) constitute.

Water Quality Analysis Unit: Responsible for monitoring the water quality after the domestic wastewater station treatment, featuring real-time data output, no secondary reagent contamination, and many other advantages.;

Water Sampling Unit: Responsible for collecting water samples exceeding the set values during monitoring, securing evidence, etc.;

Data Collection/Transmission Unit: Responsible for collecting the analysis data from the water quality analysis unit and uploading it to the central platform.

Video Monitoring Unit: Responsible for real-time feedback of the actual situation at the domestic wastewater treatment station, facilitating management.;

System Advantages

Low capital investment: Common pollution factors that need to be monitored in rural domestic wastewater include:COD, ammonia-nitrogen, pH, total phosphorus, BOD, etc. For example, monitoring the investment in COD factors (refer to the table below).

Low maintenance workload:The "Technical Specification for the Operation of Online Monitoring Systems for Water Pollutants (CODcr, NH3-N, etc.)" (HJ 355-2019), issued by the Ministry of Ecology and Environment in December 2019, requires "at least one on-site maintenance of the online monitoring system for water pollutants every 7 days," which includes replacing reagents, calibrating equipment, and collecting waste liquids.
