II. Substrate Preparation: 1) Cement Concrete Surface a. The substrate must have sufficient strength, free of looseness, peeling, scaling, and powdering, and be clean without residues or floating dust. b. The substrate must be fully dried, with moisture content <10%. c. The pH value of the substrate must be <10. d. Maintain the substrate's levelness.
2) Structural steel surface
