II. Surface Treatment: 1) Cement Concrete Surface: a. The base must have sufficient strength, be free of loosening, peeling, sanding, and powdering, and be clean with no residue or floating dust. b. The base must be completely dry, with moisture content <10%. c. The base's pH value must be <10. 2. Maintain the flatness of the base.
