
Upon receiving the purchased sightseeing vehicles, as these vehicles are special equipment produced as complete units, the user unit is required to apply to the special equipment regulatory authority of the directly-controlled municipality or the city-level administrative division where the special equipment is located (usually the Special Equipment Department of the Municipal Market Supervision Administration) before putting them into use. They should also invite the local special equipment inspection institution (usually the Municipal Special Inspection Institute) to conduct the first pre-use inspection of the sightseeing vehicles in accordance with the requirements of the "Technical Supervision and Safety Regulations for Mobile Vehicles in Industrial and Civil Enterprises (TSG N0001-2017)." Upon passing the inspection, a "Regular (First-time) Inspection Report for Mobile Vehicles Used in Industrial and Civil Enterprises" will be issued.
Operators must adhere to the provisions of the "Special Equipment Operation and Management Regulations TSG 08-2017" and be responsible for the safety of the观光 vehicle routes. Operators shall establish a route map for vehicle operation and set prominent route signs along the driving routes as indicated by the map, clearly defining safety requirements such as speed. The route map for the sightseeing vehicle must clearly mark the fixed boarding and alighting locations for passengers.
Additionally, we must pay special attention that sightseeing vehicle products must undergo examination and approval by the special equipment regulatory authorities before being issued a usage registration certificate and being licensed. One month prior to the expiration of the inspection validity period, the user unit should report for regular inspection (once a year) to the special equipment inspection institution. The drivers of sightseeing vehicles must obtain a qualification certificate for special equipment operation personnel issued by the Market Supervision Administration (operation items: sightseeing vehicle and sightseeing train drivers, project code: N2) and operate with a valid certificate.
