Chemical plants are categorized into equipment and building demolition, thus requiring two types of qualifications: building demolition and equipment installation. When undertaking demolition projects for building projects, only enterprises with the "Level Three Qualification Standard for General Contracting of Construction Engineering" can take on the work. For structural steel projects, only enterprises with the "Qualification Standard for Contracting of Structural Steel Engineering" can handle the demolition work.
Chemical Plant Demolition Qualification Units: Qualification for demolition contracts primarily depends on registered capital, practicing personnel, engineering and technical management staff, equipment, and performance, with the qualification level determined accordingly. The undertaking of projects should not exceed 5 times the registered capital. The qualification units should be searchable under the construction administration authority. Additionally, the qualification units must possess 3 certificates: High Risk Certificate, Chemical Installation Certificate, and Chemical Demolition Certificate.
1. Factory Demolition: 1. Prior to demolition, a project must be initiated; 2. An investment budget for the demolition is required; 3. A construction plan must be designed and submitted for approval by the "Three Simultaneous" department (safety, environmental protection, and hygiene), and sometimes an emergency response plan is also needed. 4. The demolition team must consist of qualified workers and specialized trades such as welders, electricians, crane operators, etc. A license issued by the Administration for Market Regulation is necessary, with the scope of work covering the petrochemical system. 5. Petrochemicals are flammable and explosive; during demolition, there may be harmful substances like methane and waste oil, so safety must be guaranteed. 6. Building demolition projects must be carried out by entities with爆破 or demolition contracting qualifications, and it is strictly prohibited to subcontract the project illegally. 7. In addition to meeting the requirements of this specification, safety in building demolition projects must also comply with the current national mandatory standards.
1. Prior to workers entering the construction site, the contractor and the factory must jointly conduct special safety education and technical briefing to understand the hazardous factors and preventive measures in the construction process. 2. Nantong Longxiang Chemical Co., Ltd. (hereinafter referred to as Party A) must clearly brief the on-site dismantling materials, assign a liaison person for the briefing, provide drawings that match the on-site condition, and offer the intermediate media for all equipment and pipelines, as well as conduct an on-site briefing. 3. Establish responsibilities for blowing, cleaning, inspection, and confirmation, and implement corresponding fire safety measures. 4. Due to the possibility of residual organic solvents and other flammable and explosive chemicals in the production equipment and pipelines, a process treatment must be carried out before dismantling, such as using steam to blow out the pipelines and equipment inside the unit, and replacing them with inert gases like nitrogen to ensure no residual media. Each stage should have a responsible person and require signature approval.
